Each local <br /> government needs to ensure that the plan promotes sustainable development, meets the needs of its <br /> constituencies, and can realistically be implemented. <br /> To date, few sustainability plans have comprehensively addressed all of the topics listed above. Most <br /> local governments choose to focus on the physical environment and natural resources, and thereby sup- <br /> port economic development and social equity goals through infrastructure and quality-of-life improve- <br /> ments that distribute resources more equitably. Some local governments have elected not to address all <br /> these topics in one plan because they already had programs or plans in place to address specific issues <br /> such as education or health care and did not want to duplicate efforts.
