The meetings should not only include environmental advocacy groups but <br /> also other active interest groups, even if they do not typically work on sustainability issues. Many local governments have also been able to solicit <br /> pro-bono assistance from local research institutions or consultants. Some local governments may elect <br /> to hire a consultant to help develop the plan or to provide a rigorous analysis to support certain aspects <br /> of the plan. Regardless of the level of external support a local government receives, it is necessary for the <br /> government to take full ownership of the planning process and the measures in the plan. All measures in <br /> the plan should be vetted internally to ensure that they are implementable and supported by the relevant <br /> departments. <br />
