• Analyze the costs and benefits of all potential measures. <br /> • Prioritize and select measures include a mix of quick-wins and longer-term bold measures. <br /> • Define relevant indicators and data sources for each measure and gather baseline data, to <br /> ensure that the impact of each measure is measurable. <br /> • Estimate the emissions reduction potential of each measure. <br /> TIPS TO HELP CHOOSE YOUR MEASURES <br /> Propose a "plan to plan," if additional analysis or a separate planning process is needed. For exam- <br /> ple, you can create a task force to study an issue in more detail or to develop a pilot project to test a <br /> new strategy. <br /> Consider including one or two measures that can dramatically impact energy use in the long-term, <br /> such as expanding public transit service. Major measures addressing buildings or transport can not <br /> only cut greenhouse gas emissions dramatically, but also demonstrate your local government's com- <br /> mitment to addressing the challenges. <br /> 2. Develop implementation plans for each measure. <br /> • Define the implementation timeline, responsible department/organization, and key milestones <br /> for each measure. Develop short-term (if possible) and long-term milestones for each measure. <br /> • Identify available funding and funding gaps for each measure. <br /> • Designate an implementation coordinator in each local government department, to ensure there <br /> is a primary point of contact responsible for the implementation. <br /> WHAT TO INCLUDE IN THE IMPLEMENTATION <br /> PLAN FOR EACH MEASURE <br /> ❑ Responsibility: Clearly state the department, agency, or organization responsible for imple- <br /> menting each action item in the sustainability plan. Nongovernmental parties or stakehold- <br /> ers involved with implementing these actions should also be identified. <br /> ❑ Timeline: For each action item, set a target year by which the item should be launched or <br /> completed.The implementation plan may also require setting interim goals and target years <br /> for each item (e.g., the end of a political term). <br /> ❑ Funding: Explain how each item will be funded. The implementation plan should detail how <br /> each item will fit in the budget, and include any sources of external funding available. <br /> ❑ Baseline data: Define relevant sustainability indicators for each measure, so you can <br /> monitor progress. <br /> 0 <br />
