There are 75 trees on the property, + 7 trees on <br />the adjacent St Paul Water Authority land (along Co Rd 1), The 75 trees include 37 <br />Specimen Trees. All are likely to be removed. <br />5. Usable Open Space.13 400 sq ft required per unit (3,200 sq ft total). Usable Open Space <br />is to be for "active or passive recreation" (e.g. a "yard"). All yard <br />space is stormwater infiltration basins. The Council could interpret <br />the basins as "passive recreation" space, but it's a stretch. <br />6. Development Review: 14 A Development Review is a "catch-all" of everything not already <br />required for review (e.g. architecture, landscaping, drainage, <br />exterior lighting, etc). Development Reviews are not required for <br />one and two-family units. It is Staff's interpretation of the project <br />as a whole (8 units total, vs. excluding the two 2-unit buildings). <br />During the August 3, 2022 Planning Commission meeting, the <br />Commission opined: <br />No yellow paint. <br />Preserve as many trees as possible. <br />Minimal usable yard space is ok. <br />On the current plan, all yard space is consumed by stormwater <br />infiltration basins. The basins are about 5' from the townhomes. <br />By comparison, if the basins were within a Flood Fringe district, <br />10 City Code 160.419 (Landscaping); 1. One overstory deciduous shade tree for every 2,000 square feet of the total <br />building footprint (e.g. 8 units X Z800 sf footprint = 23,040 sf footprint/2,000 sf = 11 trees. 2. One coniferous <br />tree for every 2,000 square feet of building (e.g. 23,04012,000 =11 trees) or one coniferous tree for every 200 <br />feet of site perimeter (e.g. 8481200 = 4 trees), whichever is greater (e.g. 11 trees). 3. One understory shrub for <br />every 300 square feet of building (e.g. 23,0401300 = 76 shrubs) or one shrub for every 30 feet of site perimeter <br />(e.g. 848130 = 28 shrubs, whichever is greater (76). 4.
