Item 05B <br />Page 5 of 6 <br />Staff Recommendation: <br />1. Develop as R-4 zoning (with Variances to setbacks), not as a PUD. It is Staff's opinion that <br />the City is loosely using PUD's as a means to avoid unjustified Variances, and is not getting <br />any benefit (e.g. you get what you ask for). <br />2. Replace two 2-unit buildings with one 4-unit building, and shift both buildings south to the <br />30' setback. Variances would still be needed to reduce the east and west setbacks. Staff's <br />opinion is that there are Practical Difficulties to support this. <br />3. Move the fire turnaround to the NW corner, instead of the south side. <br />4. Redesign the townhomes such that there is <br />enough yard space to accommodate a patio <br />(in front or back), and adequate buffer <br />between home and stormwater basins. The <br />garages should be sized to accommodate <br />inside storage of garage/recycling bins (they <br />are not). <br />5. Redesign the townhomes along Long Lake <br />Road such that they look like they "front" the <br />street, vs. back-up to the street. This corner is <br />highly visible, and the architecture should <br />stand out.
