Item No: 05A <br />Meeting Date: April 19, 2023 <br />MOLlyis VIEW Type of Business Planning Case <br />Planning Case <br />City of Mounds View Staff Report <br />To: Planning Commission <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Resolution 1159-23, Recommending Approval of the <br />Preliminary/Final Plat of Long Lake Cove, 7700 Long Lake <br />Road <br />Introduction: <br />The applicant, Twin Cities Holding Company LLC, requests approval to subdivide 7700 Long <br />Lake Road into three single-family lots (one existing home). <br />Discussion: <br />A Concept Plan for a Planned Unit Development (PUD) with duplexes (6-8 units total) was <br />presented to the City Council on August 1, 2022, and to the Planning Commission on August 3, <br />2022, and January 18, 2023. The Commission's comments included; turnaround for delivery <br />trucks, additional yard space (vs. stormwater infiltration basin), units facing Long Lake Road (vs <br />facing internal driveway), additional landscaping, and support for R-4 zoning vs. PUD. <br />The project has been redesigned to preserve the existing home, and add two single-family lots <br />(3 units total). The previous City Council and Planning Commission comments are no longer <br />applicable to the current plan for single-family lots. <br />Accessory buildings (kennel, screen porch) will be removed. A commercial kennel has been <br />located on this property since 1948. <br />The plan set, dated March 2023, incorrectly shows duplexes on Lots 1 and 3 (if duplexes, this <br />would require amending the Comprehensive Plan and Zoning Map). The plat will be corrected <br />to show single-family, to be consistent with the Comprehensive Plan and current zoning. Staff's <br />review is ongoing, but Staff feel comfortable enough to forward the plat to the Planning <br />Commission, if corrections can be made prior to City Council approval. A Public Hearing is <br />tentatively planned for May 8, 2023. <br />Analysis: <br />Comprehensive Plan Single -Family Detached, 1-5 units p/acre <br />Zoning R-1 Single -Family Residential <br />Floodplain Zone X, 0.2% annual chance flood hazard, areas of 1 % annual <br />chance flood with average depth less than 1' or with drainage <br />areas of less than 1 sq mi. <br />Wetlands None <br />Stormwater Management Under review.
