The Mounds View Vision <br />A Thriving Desirable Community <br />Item No: 01 <br />Meeting Date: Oct 02,2023 <br />Type of Business Council Business <br />City Administrator Review <br /> <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Brian Beeman, Assistant City Administrator <br />Item Title/Subject: Mounds View Square Redevelopment Market Study & Concepts <br /> <br />Introduction: <br />In September 2023, the City of Mounds View contracted with HKGi to establish a redevelopment framework for <br />the Mounds View Square Shopping Center and Sunrise Methodist Church property. The study is being funded <br />by Ramsey County through a Critical Corridors Pre-Development Planning grant. The study is in response to <br />redevelopment interests for the site and findings from a recent market study (see attachment). The market study <br />has determined the study area may be more appropriate for a mix of uses that could include multifamily <br />residential housing, along with restaurant and retail uses. The study will explore redevelopment concepts and <br />phasing options to ensure redevelopment works in harmony with existing businesses and adjacent <br />neighborhoods. Recommendations will focus on redevelopment strategies that create a distinct and welcoming <br />place to attract people and businesses. <br /> <br />Discussion: <br />HKGi will be facilitating a work session to better understand City Council’s vision for the study area. They will <br />be supported by LOCi Consulting, who prepared the market study. The work session will be structured around <br />the following agenda items: <br />1.
