<br /> <br /> <br />Memorandum <br /> <br />To: Mounds View Council <br />From: Administrator Zikmund <br />Date: October 2, 2023 <br />Re: Item 4 – Traffic/Speed <br /> <br /> <br />Background: <br />Council has visited this item numerous times – the memo from the previous workshop follows this <br />background. <br /> <br />Since the last in-depth discussion, PD has placed the speed/traffic counters on a regular basis – enabling <br />us to capture more data on Groveland, Spring Lake Road, and H2. We also placed them on Woodale <br />Drive (due to citizen concerns). <br /> <br />Recent data on Groveland and H2 (not added to the chart yet) is nearly identical to the data already <br />collected, thus validating that data further. <br /> <br />Traffic/Camera Enforcement Update: <br />DPS is doing their study as mandated by the legislature but that is specific to highway construction <br />zones. Both Metro Cities and LMC policy committees adopted policies to legalized traffic/camera <br />enforcement to intersections and all public roads. This will come up next session. <br /> <br />Enforcement: <br />Is an effective tool, however, the problem is so widespread – combined with the ongoing candidate <br />shortages and call volume; it is not a solution readily available to us at this time. Data from around the <br />world shows that enforcement, when coupled with significant fines; is an effective deterrent. Germany <br />and Switzerland are cited as examples; both use traffic cameras as part of their enforcement. <br /> <br />Installation of Stop Signs: <br />Data from Groveland suggests (strongly) that this has worked, however, not all residents are supportive. <br /> <br />Worst Roads: <br />By far, H2 and Spring Lake Road – north of the boulevard, have the highest speeds (1 – 7 MPH over limit) <br />and largest volumes. We are in the process of installing a pole to mount the camera in order to capture <br />data on SLP road around the lake. H2 is 35 – average speed is 41.1 SLP Road is 30 – average speed is <br />37.6. <br /> <br />Death/Serious Injuries: <br />To date, no serious injury or death has occurred on a city Street.
