Mounds View City Council October 23, 2023 <br />Regular Meeting Page 3 <br /> <br /> <br />City Administrator Zikmund requested the Council introduce an ordinance that would adopt the <br />2024 fee schedule. He reported the fee schedule had been reviewed by all department heads and <br />staff recommends introduction of the ordinance. <br /> <br />Council Member Lindstrom asked if residents were only charged data request fees if they took <br />material from the City. City Administrator Zikmund reported this was the case. <br /> <br />Acting Mayor Meehlhause opened the public hearing at 6:13 p.m. <br /> <br />Sharon Kirscher, 8406 Red Oak Drive, asked what was being done to redact information for those <br />residents who wish to review data electronically. City Administrator Zikmund explained staff <br />redacts information digitally and this happens before information is posted. <br /> <br />Hearing no further public input, Acting Mayor Meehlhause closed the public hearing at 6:15 p.m. <br /> <br />MOTION/SECOND: Gunn/Cermak. To Waive the First Reading and Introduce Ordinance 1012, <br />an Ordinance Adopting the 2024 City of Mounds View Fee Schedule. <br /> <br /> Ayes – 4 Nays – 0 Motion carried. <br /> <br />B. PUBLIC HEARING: Introduction and First Reading of Ordinance 1010; <br />Amending Title XV Land Usage, Chapter 150 Building Regulations; <br />Construction of the Mounds View City Code. <br /> <br />Assistant City Administrator Beeman requested the Council introduce an Ordinance amending <br />Title XV Land Usage of Chapter 150 Building Regulations; Construction of the Mounds View <br />City Code. He explained this ordinance would allow the city to capture a portion of fees for all <br />future plumbing inspections, which would be conducted by Rum River Services. He reported the <br />Planning Commission reviewed this ordinance and recommended approval. <br /> <br />Andy Schreder, Rum River Services, introduced himself to the Council noting he previously <br />worked as a building official. He explained he now acts as a designated building official for 16 <br />different jurisdictions while also providing supplemental services for other cities. He reported he <br />employs a master plumber who has been certified to complete plumbing plan review. He discussed <br />how offering this service was saving cities a great deal of time. <br /> <br />Council Member Lindstrom asked how much of the plumbing plan review fees would come back <br />to the City.
