MOunmS ViEw <br />City of Mounds View Staff Report <br />Item No: 8F <br />Meeting Date: November 27, 2623 <br />Type of Business: Council Business <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 9830, Authorization to apply for the 2024 Private Property <br />Inflow and Infiltration Grant Program from the Metropolitan Council <br />Introduction: <br />Metropolitan Council Environmental Services (MCES) established an Inflow and Infiltration (I&I) grant <br />program for municipalities. In 2023 MCES received $1.5 million for a private property I&I pilot program. <br />This grant was designed to assist private property owners with reducing I&I throughout the service <br />area. Grant awards may be 50% of eligible costs up to $5,000. For private property owners meeting <br />their municipality's equity criterion, the grant award may increase up to $10,000. <br />Qualified spending on eligible work can happen between Jan. 1, 2024 and Dec. 31, 2024. <br />By reducing I&I, MCES treatment system can more efficiently treat the incoming sanitary sewer <br />discharges. The City Council is being asked to approve the attached resolution authorizing the <br />application for this grant. <br />Discussion: <br />The City of Mounds has participated in 2014 and 2020 with MCES I & I programs. MCES has received <br />$1.5 million from the State Legislature for a pilot program for private property sewer system. The City <br />Council must approve applying for this Grant in order to participate in the 2023 State Bond Fund for <br />Private Property Inflow & Infiltration (I&I) Grant (Grant). This application will provide a preliminary <br />estimate of costs associated with I & I reduction work. <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements.
