Mounds View Silver View Park Pond <br /> 1 Introduction <br /> This plan provides upland vegetation ecological restoration and management recommendations for the <br /> Silver View Park Pond Restoration Planning project area in Mounds View. About 7 acres of upland <br /> vegetation were observed and mapped surrounding Ponds EW-4 and EW-4.P3 as shown in Figure 1. <br /> Stantec staff conducted field surveys on August 18 and September 8, 2023. Additional observations <br /> included trail conditions, slopes, and erosion concerns that relate to vegetation restoration and <br /> management goals. <br /> The following sections include summaries of existing conditions, opportunities for non-vegetated <br /> improvements that support restoration goals and objectives, and proposed vegetation restoration and <br /> management goals, objectives, and cost estimates for initial restoration and future maintenance. <br /> • Restoration goals are provided to articulate desired future vegetation cover types and functional <br /> values. The goals are designed to support water quality protection, high-quality wildlife habitat, <br /> and native plant diversity, and enhance park visitor activities and amenities, using sustainable, <br /> cost-effective, long-term vegetation management strategies. <br /> • Restoration objectives provide the detailed desired future conditions that help determine the <br /> selection of vegetation management methods and materials. The objectives provide measurable <br /> metrics that can be used to determine progress towards achieving restoration goals. <br /> High-level cost estimates are provided to aid in understanding the overall scope of funding needed for <br /> vegetation management and to help prioritize restoration activities given potential funding constraints or <br /> opportunities. The estimates assume that Mounds View pursues the restoration goals and objectives as <br /> described for each cover type. The estimates are based on outsourcing vegetation restoration and <br /> management activities to ecological restoration contractors in current market conditions. <br /> 2 Overview of Existing Conditions <br /> Vegetation cover types were identified based on vegetation structure, composition, and current <br /> management (such as mowed versus unmowed). Six upland vegetation cover types over 7 acres in total <br /> area were mapped along with a 5.5-acre wetland complex of shrub-swamp and forested wetland <br /> communities as shown in Figure 1. The wetland complex was observed for restoration potential as well. <br /> The vegetation cover types are summarized in Table 1 along with acreages and key vegetation <br /> characteristics. <br /> Project Number: 193806465 4 <br />
