MOUN-DS ViEw <br />City of Mounds View Staff Report <br />Item No: 8D <br />Meeting Date: February 26, 2024 <br />Type of Business: CB <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 9882 Approving a Maintenance Agreement for <br />Installation of a storm sewer pipe in the Public Rights of Way with <br />Marco and Abigail Montermini at 7655 Pleasant View Drive <br />Introduction: <br />The City is being asked to approve Resolution 9882 approving a maintenance agreement with <br />the property owners at 7655 Pleasant View for a private storm sewer pipe to be installed in the <br />Right of Way (ROW). <br />Background/Discussion: <br />After purchasing the property and building a new home at 7655 Pleasant View, the property <br />owner's, Marco and Abigail Montermini, contacted Jon Sevald, former Director of Community <br />Development because they were concerned about the grading of the yard stating "We have no <br />yard because of the way it was graded - we have a huge swale" <br />Staff began working with the property owner and Anderson Engineering, their Landscape <br />Engineer. A number of options where proposed for the re -grading of the property that included <br />adding a retaining wall to installing infiltration basins in other portions of the property. <br />Anderson Engineering provided a proposed plan that would create a deeper infiltration basin on <br />the West and South portion of the property, this will allow other portions of the property to be re- <br />graded and adding more flat or usable areas next to the home. In order to achieve the desired <br />outcome, a storm sewer pipe will need to be installed connecting the two infiltration basins and it <br />will be required to be installed under the driveway of the property. <br />Staff reviewed the plans and found that the storm sewer pipe was not entirely being placed on <br />private property and that a portion of the pipe was in the City Right of Way (ROW). City Staff, and <br />Engineer along with Anderson Engineering, explored additional drainage scenarios but this option <br />achieved the desired effect. <br />Staff sent the plans to the City Attorney to draft the agreement for the installation and maintenance <br />of the storm sewer pipe located in the City ROW. The property owner will be responsible for <br />maintaining the pipe with the stipulation should the City need to make repairs or maintain the pipe, <br />the current property owner would be invoiced for the costs. <br />Strategic Plan Strategy/Goal: Maintain Mounds View as a Desirable place to live. and Plan for <br />Infrastructure Improvements. <br />Financial Impact: No Financial Impact to the 2024 Budget. <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
