2023 Review Investigator Hellpap <br />INVESTIGATIVE SUMMARY <br />Total Cases: 81 <br />Traffic Related : 33 <br />Domestic/ OFP Violations: 13 <br />Criminal Sexual Conduct: 7 <br />Theft/ Burglary: 4 <br />Missing Persons: 3 <br />Auto Theft: 3 Assault: 4 <br />Weapons/ Shots Fired: 4 <br />Miscellaneous Investigation: 10 <br />Investigator Hellpap was promoted to Deputy Chief in October, and then worked on <br />hiring and training a replacement the rest of 2023. <br />INVESTIGATIVE HIGHLIGHTS: <br />In March of 2023, Police received a report of a male uncle who had molested his two <br />nieces in Mounds View and then fled the state. Investigator Hellpap worked with the <br />victim's mother to get corroborating statements from the victims. She was also able to <br />provide phone information for the suspect. Investigator Hellpap was able to locate the <br />suspect outside Atlanta, GA and worked with the local police force to arrest him. He <br />was extradited back to Minnesota and later pled guilty to Criminal Sexual Conduct. <br />In April of 2023, Investigator Hellpap was referred a Child Pornography case by the <br />BCA. After conducting surveillance and gathering evidence that the suspect had been <br />warned about this behavior in the past, a search warrant was executed on the home. <br />The juvenile male suspect confessed to the crime. 1143 video and 1140 images of <br />suspected Child Pornography were located on the suspect's phone. <br />In May of 2023, Police took a report of a Criminal Sexual Conduct of a minor by her <br />step father. Investigator Hellpap worked with the family to gather information and <br />corroborate the victim's statement. The suspect was arrested. Both the victim and <br />suspect's phone was searched where incriminating text messages were located. The <br />suspect was charged with 2"d Degree CSC. <br />In June of 2023, Officers took a report of a drive by shooting incident. Investigator <br />Hellpap and other investigators collaborated in an effort to Identify and locate and the <br />suspect. The suspect was located and arrested. A firearm was recovered, and evidence <br />was recovered from his phone and from Instagram. The suspect ultimately pled guilty to <br />the Drive By Shooting. <br />Also, in June of 2023, Police took a report of a Criminal Sexual Conduct of a juvenile <br />female. The suspect was a stranger who the victim had met on the internet, and was <br />
