Resolution 9894, Approving Final Plat Alexander Gardens. <br />14 <br />15 Phil Carlson, Stantec requested the Council approve a final plat for Alexander Gardens. He noted <br />16 this was a two lot plat that adjusted the lot lines between the Alexander and Wilcox properties. He <br />17 reported when the final plat is recorded, the easement would be gone. <br />18 <br />19 MOTION/SECOND: Gunn/Meehlhause. Resolution 9896, Continue Negotiations/Options Committee. <br />27 <br />28 City Administrator Zikmund provided brief background information on this topic. He explained <br />29 the Council tabled action on this item two weeks ago and staff was directed to work with the <br />30 haulers encouraging them to provide a final and best offer. He noted there was a call between the <br />31 haulers and the City Attorney where this information was conveyed and a deadline was set for <br />32 March 21 at noon. He reported the haulers did come through with an offer and the haulers met at <br />33 City Hall today from 9:00 a.m. to 11:00 a.m. <br />34 <br />35 City Attorney Tierney reported the Council directed staff to request a best and final offer from the <br />36 haulers. She explained the City received a letter on Thursday stating the haulers would not be <br />37 submitting an offer, but they would welcome an offer from the City. Staff developed an offer from <br />38 the City based on comparable cities with organized collection (St. Anthony, White Bear Township, <br />39 Vadnais Heights). She indicated this offer was presented to the haulers and she had hoped the <br />40 haulers would take this offer. However, at 3:00 p.m. today the City received a counteroffer from <br />41 the haulers. <br />42 <br />43 City Attorney Tierney stated the counteroffer was reviewed and the prices were compared to the <br />44 three comparable cities (St. Anthony, White Bear Township, Vadnais Heights). She indicated the <br />45 offer from the haulers was interesting as it changed the structure of the proposal in a meaningful <br />46 way. She stated the proposal provided a fee for picking up the trash throughout the City but then <br />
