Mounds View City Council March 25, 2024 <br />Regular Meeting Page 4 <br />1 proposed the City pay the disposal fee. She reported this would increase the overall fees charged <br />2 by the City to residents and would increase administrative time to manage garbage hauling. She <br />3 explained throughout the negotiation process, the City has made it clear to the haulers that they <br />4 were to make their money on the actual picking up of the trash and not the disposal. She stated <br />5 the proposed bid would have the haulers sending out bills for half of the work and the disposal fee <br />6 would then have to be charged by the City. <br />8 City Attorney Tierney indicated comparisons were run for the prices from the haulers and a <br />9 spreadsheet was provided to the Council. She reviewed this spreadsheet in further detail with the <br />10 Council. Based on this information staff has prepared two Resolutions for the Council to consider. <br />11 She explained the Council could terminate negotiations with the haulers and pursue request for <br />12 proposals. The other option available to the Council would be to continue negotiations with a <br />13 deadline of May 13. <br />14 <br />15 Mayor Lindstrom asked if the City Attorney had ever seen a contract where the haulers require the <br />16 City to pay the disposal fee. City Attorney Tierney stated this was not unheard of. She indicated <br />17 the City of White Bear Lake has this arrangement. However in this case, it appears that White <br />18 Bear Lake is paying the disposal rates, versus passing them along to its residents. <br />19 <br />20 Mayor Lindstrom indicated the first proposal that was put in front of the City was still higher than <br />21 what they were charging other cities with the disposal fee. He feared the proposal really missed <br />22 the mark on where the City was trying to get to and there would be no lowering of costs. He asked <br />23 how the Council wanted to proceed with this matter. <br />24 <br />25 MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 9890, <br />26 Ending Negotiations with the Current Licensed Haulers and Directing Staff to Convene the <br />27 Organized Collection Options Committee. <br />28 <br />29 Council Member Meehlhause explained the City was asked to make a counter offer from the <br />30 haulers original offer. He stated this rate was similar to the rate charged to the City of St. Anthony <br />31 and the haulers choose to not support this offer. This said to him that further negotiations would <br />32 not lead to the St. Anthony pricing. <br />33 <br />34 Mayor Lindstrom reported the City has been clear about its expectations. He expressed frustration <br />35 with the fact the haulers came back to the City saying they were going to do nothing. He did not <br />36 see that the haulers were making substantive movement in the right direction and therefore he <br />37 supported the City ending negotiations. <br />38 <br />39 Ayes — 4 Nays — 0 Motion carried. <br />40 <br />41 9. He discussed the year end financials for this organization noting he was pleased to report <br />46 revenues were up. He explained the City would be receiving $10,680 from the visitor's bureau in <br />
