MOUNDS VIEW <br />City of Mounds View Staff Report <br />Item No: 08B <br />Meeting Date: April 8, 2024 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Subject: Resolution 9892, Resolution to Consider an Individual Therapeutic <br />Massage License for Crystal Noon, Minnesota Muscle Recovery, <br />LLC. <br />Introduction: <br />Mounds View City Code requires that the practice of therapeutic massage in the City of <br />Mounds View requires a City license. Crystal Hoon of Minnesota Muscle Recover, LLC <br />in St. Paul is applying for an individual therapeutic massage license to practice <br />therapeutic massage in the City of Mounds View. <br />Discussion: <br />Ms. Hoon of Minnesota Muscle Recovery, LLC, has applied for an individual therapeutic <br />massage license. Her intensions are to conduct continuing education classes at the <br />Mounds View Community Center for graduate students of massage programs or other <br />bodywork fields. <br />Ms. Hoon is currently the dean of students at the Massage School in St. Paul. She has <br />been running the school, teaching, operating the student clinic, and managing the <br />student body since a few months after the school opened in 2016. <br />She also has her own business in the City of St. Paul, Minnesota Muscle Recovery, <br />LLC. She is the sole proprietor of the business. She has expressed, however, that she <br />would like to bring her instructional classes to her home community as she presently <br />lives in the City of Mounds View. This would be the first of her continuing education <br />workshops. <br />Mounds View City Code states that individual licenses for therapeutic massage <br />therapists are required to be affiliated with an enterprise license issued by the City. <br />However, since her business is located in the City of St. Paul, she would not have an <br />enterprise license here in Mounds View. She does currently have a license with the <br />City of St. Paul that has been verified. <br />Ms. Hoon has provided the information required on the application in addition to the <br />following items listed in Chapter 114 of the Mounds View City Code: <br />Evidence that the applicant: <br />Has legal work status in the United States.
