years at The Massage School in St. Paul. Also self-employed at Awaken for <br />Wellness in St. Paul for 1.5 years. <br />2. Has a diploma or certificate of graduation from a recognized school. Transcripts <br />attached. <br />3. Has insurance coverage with liability limits of at least $1,000,000 for professional <br />liability in the practice of massage. Copy of insurance certificate is attached. <br />The City of Mounds View would be added as an additional insured should her <br />license be approved. <br />4. Is affiliated with, employed by or owns a therapeutic massage enterprise licensed <br />by the city. The is where the City Council has to determine if we want to issue an <br />individual license because Ms. Hoon is not affiliated with an actual enterprise <br />license located in the City. The Code states that a therapist license cannot be <br />issued to someone who does not hold, a therapeutic massage enterprise license. <br />But again, she does hold one with the City of St. Paul. (Copy attached). The City <br />may want to consider revising the City Code Chapter 114 to specifically address <br />these types of extended continuing education classes and workshops. <br />5. In addition to the 70 hours of resident study, applicant must complete at least 400 <br />hours of certified therapeutic massage training as part of earning a diploma or <br />certificate from a recognized school. <br />6. Has at least one year of experience practicing massage therapy as established <br />by an affidavit. <br />I would also like to note that the City Code, Chapter 114, also states, "A licensed <br />therapeutic massage therapist may perform on -site massage at a business, public <br />gathering, private home or other sites not on the therapeutic massage enterprise <br />premise." The applicant has also expressed interest in participating in the Mounds View <br />Festival in the Park. We can request additional information from the applicant regarding <br />this matter should Ms. Hoon decide to pursue this possibility. <br />Ms. Hoon has paid the required permit fees and received a satisfactory report from the <br />Mounds View Police Department regarding her criminal background check. <br />Just a reminder that the City Council must grant or deny the application within 120 days <br />receipt of her license application. <br />In accordance with the City Code, this license would expire on December 31, 2024 and <br />would be renewed annually. <br />Recommendation: <br />Staff recommends the consideration of Resolution 9892. Staff also recommends taking <br />a look at therapeutic massage therapist licenses that are long-term to provide for more <br />mobile -type activities and class instruction where the enterprise business is not located <br />within Mounds View city limits. <br />Respectfully submitted, <br />Nyle Zikmund <br />
