At the EDC’s meeting February 17, 2022 the <br />Commission reviewed the priorities from the previous year. For the most part, the adopted priorities for 2022 <br />remained unchanged. <br /> <br />Discussion <br />As amended and revised at the February 2022 meeting, the following represents the EDC’s priorities for 2022: <br /> <br />1. Redevelopment along the Mounds View Boulevard corridor <br />a) Improve the aesthetics of properties located on Mounds View Boulevard (Public Works and <br />Comm Dev. Depts. Working on a phased improvement plan) <br />b) Silver View Plaza (Owned by Krause Anderson no immediate plans) <br />c) Simon’s & EDA-Owned Vacant Lot (Local dentist is developing) <br />d) Rydell Auto & Adjacent Bio Life Lot (Tied up in a REIT, 30 mortgages) <br />e) 5 lots along Mounds View Boulevard & Woodale Drive lots Southeast of Bel Rae (Multiple multi- <br />family developers looking at it. City Council turned down December 2022) <br />f) 5 lots west of MWF Boulevard Apartments (Ramsey County requires this to be a multi-family <br />redevelopment project) <br />g) Western Bank Lot (They are willing to split the lot as long as bank and drive-thru remain) <br />h) Steve’s Appliances Redevelopment (No immediate plans) <br />i) Retail mixed-use at the Movie Theater (AMC has long-term lease until 2032, new owners have <br />talked about adding a new restaurant) <br />2. Monitor development plans for the Rice Creek Commons site in Arden Hills <br />3. Arden Park & EDA owned lot, Consider purchasing rear lot & house with no city service connections and <br />adjacent lots for a housing redevelopment <br />4. Monitor Mounds View commercial properties in transition (On-going, staff has an updated list of <br />redevelopment sites and properties) <br />5. Skyline Motel Redevelopment & Bauer Welding vacant lot (Skyline’s “The Village at Mounds View” <br />affordable senior living project will break ground June 2022, multiple prospects have been sent to Bauer <br />Welding with no success) <br />6. Monitor and assist with Citywide housing issues and projects & older properties as well as cooperating <br />with residential property owners to assist with upgrading facilities (Increased code enforcement, EDA <br />taking note of older homes that need to be taken down, City and Ramsey County have fix-up loan <br />programs for homeowners, addressing absentee landlords is a new 2023-25 Strategic Plan Goal) <br />7. Monitor & explore new business categories through trade groups like Medical Alley and identify available <br />spaces in Mounds View with the intent to fill those spaces with new companies <br />8. Continue business retention & expansion program <br />9. Snap Market Redevelopment <br /> <br />Recommendation <br />Staff recommends that the EDC review its adopted 2022 priorities as a means to consider possible changes for <br />2023.
