Contract, considering various factors such as (without limitation) those set forth below. The <br />following criteria will be used to evaluate proposals: <br />Criteria <br />Points <br />Price <br />65 <br />Customer Service <br />15 <br />Implementation and Roll -Out Plan <br />10 <br />Experience <br />5 <br />Presence in the community <br />5 <br />Total Points <br />100 <br />♦ Price <br />Criterion includes all prices listed in Form E and the formula for price increases. The <br />City will also consider any additional proposed services, discounts, or efficiencies that <br />add value for the City and its residents. <br />♦ Customer Service <br />Criterion includes the quality and thoroughness of the Public Education Plan, and the <br />Operations, Management, Safety and Customer Service Plan. Proposals that minimize <br />the need for City involvement or intervention during the term of the Contract will be <br />favored. Proposals that focus on encouraging recycling and composting and minimize <br />impact on the environment will also be favored. <br />♦ Implementation and Roll -Out Plan <br />Criterion includes the quality and thoroughness of the Implementation and Cart Roll - <br />Out Plan. Proposals that minimize the need for City involvement and minimize the <br />disruption to RDUs as a result of any necessary service changes that may occur as a <br />result of the final Contract will be favored. <br />♦ Experience <br />Criterion includes experience providing relevant services under a contract with a <br />municipality, demonstrated capability to avoid service disruptions, demonstrated <br />excellence in customer service and billing, and the company's financial condition. <br />♦ Current presence in the community. <br />Criterion includes providing current residential or commercial services of a similar <br />nature in Mounds View. <br />All complete proposals received prior to the deadline in accordance with this RFP will <br />be reviewed and compared with competing proposals in order for the City Council to <br />determine, in its sole discretion, which proposal is in the best interests of the residents <br />of Mounds View.
