Mounds View City Council April 22, 2024 <br />Regular Meeting Page 5 <br />2 Council Member Gunn reported there would be inspections. <br />3 <br />4 Mr. Weston Miller stated in the past two years, he put a $100,000 addition to his home and <br />5 followed all City procedures for this addition. He commented on how he cares deeply about his <br />6 neighborhood and noted he wanted to continue to be a good neighbor. <br />7 <br />8 Ms. Mathiowetz asked what would happen when the chickens were sick. <br />9 <br />10 Mayor Lindstrom encouraged Mr. Mathiowetz to have this conversation with the Weston Miller's <br />1 1 outside of this meeting. <br />12 <br />13 Ayes — 5 Nays — 0 Motion carried. <br />14 <br />15 B. PUBLIC HEARING: Resolution 9903, Approving a Chicken -Keeping License <br />16 for Andrew Paine, 5249 O'Connell Drive. <br />17 <br />18 Assistant City Administrator Beeman requested the Council approve a Chicken -Keeping License <br />19 for Andrew Paine at 5249 O'Connell Drive. He reported all necessary paperwork has been <br />20 submitted by the applicant noting he was asking to keep seven chickens. He reviewed the two <br />21 comments he received from neighbors which had to do with noise, proper yard maintenance and <br />22 health issues. He commented on the request further and recommended the Council hold a public <br />23 hearing and approve the request. <br />24 <br />25 Mayor Lindstrom opened the public hearing at 6:41 p.m. <br />26 <br />27 Alison Henning, 5259 O'Connell Drive, explained she lived next door to the Paine family and they <br />28 were out of town for a family wedding. She read a statement on behalf of the Paine family noting <br />29 they were excited to keep hens, for their children to learn about taking care of animals, to collect <br />30 eggs and eat more naturally. She reported the Paine's moved to Mounds View from California. <br />31 The Paine's thanked the City Council for considering their request. <br />32 <br />33 Hearing no further public input, Mayor Lindstrom closed the public hearing at 6:43 p.m. <br />34 <br />35 MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 9903, <br />36 Approving a Chicken -Keeping License for Andrew Paine, 5249 O'Connell Drive. <br />37 <br />38 Ayes — 5 Nays — 0 Motion carried. <br />39 <br />40 C. PUBLIC HEARING: Resolution 9904, Approving a Chicken -Keeping License <br />41 for Jamie Rattanapamonsook, 7880 Groveland Road. <br />42 <br />43 Assistant City Administrator Beeman requested the Council approve a Chicken -Keeping License <br />44 for Jamie Rattanapamonsook at 7880 Groveland Road. He reported all necessary paperwork has <br />45 been submitted by the applicant noting he was asking to keep nine chickens. He reviewed the one <br />46 comment he received from a neighbor which had to do with noise. He commented on the request <br />
