Resolution 9916, Approving the Purchase of One Ford Police Utility Vehicle <br />8 Along with Additional Equipment and Setup Costs. <br />9 <br />10 Police Chief Zender requested the Council approve the purchase of one Ford Police Utility vehicle <br />11 along with additional equipment and setup costs. He explained he was due to replace one <br />12 unmarked squad car. He reported a State bid was received for this purchase. He reviewed the bid <br />13 for the vehicle and setup costs and recommended approval. It was noted forfeiture funds would be <br />14 used to purchase the radar equipment. He commented updates would be made on the squad video <br />15 cameras when the body cameras were updated. <br />16 <br />17 MOTION/SECOND: Clark/Cermak. To Waive the Reading and Adopt Resolution 9916, <br />18 Approving the Purchase of One Ford Police Utility Vehicle Along with Additional Equipment and <br />19 Setup Costs. <br />20 <br />21 Mayor Lindstrom questioned if a squad camera would be installed in this vehicle. Police Chief <br />22 Zender stated squad cameras would be installed once he receives the vehicle, which would be in <br />23 six months or so. <br />24 <br />25 Ayes — 5 Nays — 0 Motion carried. <br />26 <br />27 E. Resolution 9919, Adopting a Five Year Financial Plan for 2025 thru 2029. <br />28 <br />29 Finance Director Bauman requested the Council adopt a five year financial plan for 2025 thru <br />30 2029. She explained the Council reviewed the five year capital plan at their worksession meeting <br />31 on Monday, May 6. She noted the only change made to the plan had to do with amendments to <br />32 the streets plan. Staff commented on the five year plan in further detail and recommended approval. <br />33 <br />34 Brian Amundsen, 3048 Woodale Drive, expressed concern with the streets that were sealcoated <br />35 several years ago, noting there were large patches that were in poor repair. He understood <br />36 additional repairs would not occur in 2024. He noted these roads have been in poor condition for <br />37 two seasons, including two winters. He was concerned the five year plan had not considered this <br />38 matter. He discussed how the Charter speaks to how the five year plan should include the financial <br />39 services for regular public services. He stated he had been exchanging emails with Finance <br />40 Director Bauman and she indicated it was too early to do that based on the fact she would only be <br />41 applying inflation to revenues and expenses. His concern was the Council did not fully understand <br />42 the impact to the budget. He further discussed how the charter called for this information to be <br />43 included and urged the Council to revise the five year plan in order to better understand the five <br />44 year impact for special projects. <br />45 <br />46 Mayor Lindstrom commented on the timing of the charter. He believed the date should be kicked <br />
