Mounds View City Council May 13, 2024 <br />Regular Meeting Page 7 <br />1 this was an out of town property owner that was splitting the lot for profit. She indicated she would <br />2 like to see the City collecting the park dedication fee. She was bothered by the fact an out of town <br />3 owner could cash in on a project like this and a Mounds View homeowner was not able to renovate <br />4 their home. She stated she would like to see lot splits occurring only on owner occupied properties <br />5 in the future. <br />6 <br />7 Hearing no further public input, Mayor Lindstrom closed the public hearing at 7:34 p.m. <br />8 <br />9 City Attorney Riggs reported park dedication fees were part of City Code and were charged for <br />10 every development that was subdivided. He did not recommend the City Council approve a <br />11 variance to waive the park dedication fee. <br />12 <br />13 Assistant City Administrator Beeman stated Stantec updated the Resolution to include the park <br />14 dedication fees. <br />15 <br />16 Council Member Gunn reported the lots being created were meeting all R-1 residential zoning <br />17 district standards. <br />18 <br />19 MOTION/SECOND: Gunn/Clark. To Waive the Reading and Adopt Resolution 9917, Approving <br />20 the Voyager Subdivision Preliminary Plat at 7900 Sunnyside Road as amended by the City <br />21 Attorney. <br />22 <br />23 Council Member Clark requested staff review the size of the new lots. Ms. Baldonado discussed <br />24 the lots sizes for both lots in further detail with the Council. She reiterated that both lots meet the <br />25 minimum zoning requirements for the R-1 zoning district. <br />26 <br />27 Ayes — 5 Nays — 0 Motion carried. <br />28 <br />29 C. PUBLIC HEARING: Resolution 9918, Approving a Chicken -Keeping License <br />30 for Kimberly Wanner, 2622 Clearview Avenue. <br />31 <br />32 City Administrator Zikmund requested the Council consider a chicken -keeping license for <br />33 Kimberly Wanner, 2622 Clearview Avenue. He reported the applicant meets all City requirements <br />34 and noted staff has received two supportive comments from neighbors. Staff recommended <br />35 approval of the request. <br />36 <br />37 Mayor Lindstrom opened the public hearing at 7:41 p.m. <br />38 <br />39 Kimberly Wanner, 2622 Clearview Avenue, explained her daughter, Izzy, got to raise chickens in <br />40 girl scouts and she was hoping to keep two of the chickens. She stated Izzy and her brother have <br />41 been raising money and would be building a chicken coop. <br />42 <br />43 Hearing no further public input, Mayor Lindstrom closed the public hearing at 7:43 p.m. <br />44 <br />45 MOTION/SECOND: Meehlhause/Cermak. To Waive the Reading and Adopt Resolution 9918, <br />46 Approving a Chicken -Keeping License for Kimberly Wanner, 2622 Clearview Avenue. <br />
