MINUTES OF THE PROCEEDINGS OF THE <br /> PARKS AND RECREATION COMMISSION <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> • STATE OF MINNESOTA <br /> January 28 , 1988 <br /> Mounds View City Hall <br /> Council Chambers <br /> 6 : 30 p.m. <br /> CALL TO ORDER The meeting was called to order at 6: 35 <br /> p .m. by Chairperson Wayne Burmeister <br /> ROLL CALL Commissioners present: Burmeister, <br /> Anderson, Silvis , Long and Starr <br /> Commissioners absent : Daniels and Rowley <br /> Councilmembers present : Quick, Hankner and <br /> Wuori <br /> Staff present : Director Saarion and <br /> Administrative Asst . Linke . <br /> Visitors : Carol Golden, 7417 Parkview Dr. <br /> CHAIRPERSON' S REPORT None <br /> • COUNCILMEMBER' S REPORT Councilmember Quick reported that he had <br /> enjoyed the Community Skating Party and <br /> was pleased with the attendance . He also <br /> indicated that the Council had passed the <br /> resolution regarding guidelines for <br /> security lighting of parks . <br /> PARK DEDICATION FUND <br /> SPENDING GUIDELINES Director Saarion reviewed the memorandum <br /> regarding guidelines for use of park <br /> dedication funds . She suggested that the <br /> Commission remain flexible in the use of <br /> park dedication funds and base decisions on <br /> individual situations . <br /> Commissioner Long asked if these funds were <br /> kept separate . Director Saarion explained <br /> that the park dedication funds were kept in <br /> a separate interest bearing fund and that <br /> staff closely tracks its status . <br /> Chairperson Burmeister asked how the <br /> Everest Development Corporation was <br /> fulfilling their park dedication fee <br /> obligation. Director Saarion stated that <br /> Everest had paid a $50 , 000 lump sum fee <br /> already and will be paying $12, 500 per <br /> year for the next five years . <br />
