-2- <br /> After further discussion of the park <br /> dedication guidelines , a motion was made by <br /> Commissioner Long, seconded by Commissioner • <br /> Silvis to take individual situations into <br /> consideration in the use of park dedication <br /> funds . Motion passed unanimously 5 ayes , 0 <br /> nayes . <br /> PARK DEDICATION FEES <br /> FOR MINOR SUB-DIVISIONS Director Saarion explained that City <br /> Planner Kim Herman, through review, had <br /> discovered some minor sub-divisions that <br /> had not paid park dedication fees . She <br /> will be following through on these items . <br /> CITY SURVEY QUESTIONS Staff explained that the City Council plans <br /> to have a telephone survey conducted <br /> throughout the City. The Commission was <br /> asked for their input . Commissioner Silvis <br /> asked that a question regarding handcapped <br /> facilities be included . Chairperson <br /> requested a question regarding finances , <br /> i .e . would they pay higher fees for better <br /> quality, etc . <br /> FIVE YEAR CAPITAL <br /> IMPROVEMENT PLAN The Commissioners were requested to write <br /> out their personal preferences for park 411improvements and prioritize them. <br /> Director Saarion reminded the Commission <br /> that they had only $12, 500 per year in <br /> park dedication funds to work with. The <br /> Commission felt that the Silver View Park <br /> parking lot was the number one priority. <br /> Curb and gutter is already budgeted in <br /> 1988 with park dedication funds from the <br /> Everest Development . Councilmember Quick <br /> directed staff to consult with the <br /> engineer regarding the feasibility of <br /> installing curb and gutter in the Silver <br /> View Park parking lot . If the engineer's <br /> opinion is in favor of constructing curb <br /> and gutter in the Silver View parking lot, <br /> the Commission suggested that curb and <br /> gutter be installed as soon as possible . <br /> The Commission agreed to use the $12 , 500 <br /> (which will be received for the next five <br /> years as park dedication fees from the <br /> Everest Development ) for park capital <br /> improvements and petition the City Council <br /> for $32, 000 in 1989 and 1990 to complete <br /> the Slyer View parking lot . <br />
