Item No: 8C <br />2024 <br />M0L--TN-DitSVVWW <br />Meeting Date: ncil Bu, ness Type of Business: Council Business <br />Administrator review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administration <br />Item Title/Subject: Resolution 9335, Designation "Election Day" in the United States <br />as a State and National Holiday <br />Introduction: <br />Election Day — defined in the United States as the annual day for general elections of Federal <br />Public Officials. Many State and Local Governments are also elected on Election Day. The "Goal" <br />of adoption of the resolution is to join with others — in having the State of Minnesota <br />Legislature/Governor and the United States Congress/President declare Election Day as a <br />National Holiday. <br />Discussion: <br />According to research (see attachments), 5 states in the United States have made election day a <br />paid holiday with others giving time off to vote, some paid and some not. The US ranks 31st out <br />of 50 for voter turnout amongst the world's democracies. In the 2020 presidential election 62.8% <br />of American voters cast a ballot. By comparison, Uruguay had a voter turnout o 94.9% with <br />Turkey second at 89% - both have declared election day as a National Holiday. <br />Strategic Plan Strategy/Goal: <br />Livable Community <br />Financial Impact: <br />Fiscal impact could occur if overtime or backfill (police) is needed to ensure minimum staffing <br />(public works) but difficult to determine.
