Item No: 8C
2024
M0L--TN-DitSVVWW
Meeting Date: ncil Bu, ness Type of Business: Council Business
Administrator review:
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Nyle Zikmund, City Administration
Item Title/Subject: Resolution 9335, Designation "Election Day" in the United States
as a State and National Holiday
Introduction:
Election Day — defined in the United States as the annual day for general elections of Federal
Public Officials. Many State and Local Governments are also elected on Election Day. The "Goal"
of adoption of the resolution is to join with others — in having the State of Minnesota
Legislature/Governor and the United States Congress/President declare Election Day as a
National Holiday.
Discussion:
According to research (see attachments), 5 states in the United States have made election day a
paid holiday with others giving time off to vote, some paid and some not. The US ranks 31st out
of 50 for voter turnout amongst the world's democracies. In the 2020 presidential election 62.8%
of American voters cast a ballot. By comparison, Uruguay had a voter turnout o 94.9% with
Turkey second at 89% - both have declared election day as a National Holiday.
Strategic Plan Strategy/Goal:
Livable Community
Financial Impact:
Fiscal impact could occur if overtime or backfill (police) is needed to ensure minimum staffing
(public works) but difficult to determine. Productivity would be impacted as there is one less day
an employee works.
Recommendation:
Approve Resolution 9335 requesting the State of Minnesota and United States to declare Election
Day as a National Holiday.
Respectfully submitted,
Nyle Zikmund
City Administrator
The Mounds View Vision
A Thriving Desirable Community
