MINUTES OF THE PROCEEDINGS OF THE <br /> PARKS AND RECREATION COMMISSION <br /> CITY OF MOUNDS VIEW <br /> • COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> May 28, 1992 <br /> 6:30 p.m. <br /> Council Chambers <br /> CALL TO <br /> ORDER: Chairperson Burmeister called the meeting to order at 6:35. p.m. <br /> ROLL CALL: Commissioners present: Chairperson Burmeister, Commissioners <br /> Starr, Stevenson, Silvis, Dentz, and Long. Commissioner absent: <br /> Commissioner Trettel. Councilmember Wuori was attending a <br /> MVCT meeting at the same time at City Hall lower level and was <br /> unable to attend. Staff present: Director Saarion. <br /> MINUTES: Commmissioner Silvis made a motion, seconded by Commissioner <br /> Long to approve the minutes of the April 23, 1992 meeting. Motion <br /> passed, 6 ayes, 0 nayes. <br /> LTFP/ <br /> • 5 YR CAPITAL <br /> PLAN: Director Saarion reviewed the Long Term Financial Plan with the <br /> Commission along with the 5-Year Captital Plan. Director Saarion <br /> suggested that the Commission consider using any surplus money for <br /> funds that may be needed for golf course planning projects. <br /> Commissioner Silvis made a motion to recommend to the City <br /> Council that surplus monies be used for a fund for the needs of the <br /> golf course project. Motion was seconded by Commissioner Dentz. <br /> The motion passed 6 ayes, 0 nayes. The Commission reviewed each <br /> and approved the plans with a motion made by Commissioner Starr, <br /> seconded by Commissioner Dentz. Motion passed, 6 ayes and 0 <br /> nayes. <br /> CITY SURVEY <br /> RESULTS: Many members of the Commission attended the first initial <br /> presentation by Decision Resources concerning the City Survey. <br /> Survey results indicate that the community is concerned about <br /> subsidy funding for youth and senior citizens in particular. <br /> Community residents were O.K. with the budget cuts for less rinks, <br /> forestry assistant and athletic field grooming. Parks were mentioned <br /> as a good City amenity. <br /> • AFTER SCHOOL <br /> ACTIVITIES: Director Saarion informed the Commission of the school districts <br /> interest in getting the cities' assistance in offering after school <br /> programming at the middle schools. <br />
