t 5. New Business: <br />a.) Park Building Rehabilitation — Groveland / Random <br />• Review a letter from Kathy Osmonson, City Building Official, regarding her <br />assessment of the Groveland and Random Buildings <br />• Kroeger read the letter <br />• Both buildings need repairs however are safe for use <br />• Dazenski and Mandoza toured the two buildings <br />• Discussed railing at Randon and the plan for correction. This was placed in the <br />2003 budget for repair / replacement. Commission directed staff to correct. <br />• Electric wire coming out of the building that needs to be addressed. <br />b.) 2003 Park Dedication Budget Review <br />• Reviewed the budget sheet for the Park Dedication Fund <br />• Mandoza requested data for 2002 — when will it be available. Staff will check <br />with the Finance Department. <br />• Kroeger asked what the Parks dedication funds can be used for. <br />• Staff explained the funds that are used for park expenditures. <br />• Has a balance of about $420,000. <br />• Lee explained that park related items are derived from three main sources: Park <br />Dedication Fund, Special Project Fund, and Parks Operating budget. <br />c.) Long Term Financial Plan for Parks — Start Discussion <br />• A spread sheet containing park items and projects was submitted to the <br />Commission for their review and discussion <br />• Lee explained that this was an abbreviated version of the City's Capital <br />Improvement Program (CIP). It's a "plan," it is a "tool" to help the City plan <br />major expenditures. <br />• There are several programs included into the long-range plan. Specific projects <br />will need to be developed for each program. <br />• Kroeger read through the plan. <br />• Long asked how was the funding source determined —Finance director selected <br />them. <br />• Lee explained that the focus should be identifying the needs and then to prioritize <br />them. The funding will be determined by the finance department at a later date. <br />• Mandoza prompted a discussion on how the parks needs are identified <br />• Kroeger suggested that the Commission review several parks — similar to what <br />was done last year. <br />• There were several parks the Commission did not visit last year. <br />• A tour of selected city parks was set for May 8, 2003 at 5:30 pm. The parks <br />selected were: Greenfield, Lions Lakeside, Lambert, Groveland, Silver View, <br />Oakwood. <br />0 Staff will start a master sheet / list of parks needs <br />
