Park, Recreation, and Forestry Commission Meeting Minutes <br />June 22, 2006 <br /> <br />Call to Order 6:33 p.m. Roll call <br />Present: Kroeger, Kunz, Kunza, Palm, Aukee, Lee, McIntyre, Dazenski <br />Absent: Long, Weldon <br /> <br />2. Approval of minutes from the May 25, 2006 meeting. Motion made by Kunza, 2nd Kunz to approve minutes. Passed 4-0 (Aukee not present for vote) <br /> <br />3. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners on issues of concern. No one present. <br /> <br />4. YMCA Update <br /> At the May 25, 2006 meeting, the Commissioners requested a copy of room rental policies and fee structure. The YMCA has submitted this for review and discussion later in meeting. No <br /> other information to report. <br /> <br />5. Unfinished Business: <br />Tobacco Free Parks – This was discussed by the City Council at the June 5th Work Session. The City Council stated that they would review the draft policy and provide comments prior to <br /> being re-submitted on June 26th. As of June 19th, Staff has received comments from one council member. These comments pertained to having two exception areas: designated areas at the <br /> Community Center, and in vehicles in designated parking areas or adjacent to public streets. <br />Action: Move to Staff Reports. <br /> <br />Soccer Field Review–Staff reported on other fields options. <br />1. City Hall and Silverview softball fields are being heavily used. <br />2. Hillview would be costly to reroute drainage. The sheet icing for skating in the winter would also affect the grass field for summer fields. <br />3. Oakwood is being used for T-ball, but that could be moved to other fields, including the possibility of using the outfield at the City Hall field. Both city staff and YMCA representatives <br /> fell that Oakwood is the best option for the soccer field conversion. <br />4. YMCA had feedback from IBL who preferred the Oakwood Park, over other parks in the city, to be converted from baseball to soccer. YMCA reports they have not turned away any requests <br /> for baseball field reservations even with Oakwoood being used for soccer and T-Ball. <br />5. Kroeger contacted local soccer clubs. Both said they would benefit from full-size fields in the Mounds View and New Brighton area. The clubs are trying to work with Edgewood Middle <br /> School to use softball fields as soccer fields and paying Irondale High School and Mounds View High School for soccer field use in the evenings. <br />Action: Staff will put together a cost estimate for gravel removal, elevation, grading, seed, fertilizer, and irrigation for the July meeting. <br /> <br />Motion by Palm, 2nd by Kroeger: Direct staff to invite Oakwood neighborhood and area athletic association representatives to the July meeting, develop a proposal including cost estimates <br /> and considerations of other field use possibilities (Silverview and City Hall overlays). Also to include estimated cost of field maintenance. The invitation should include comment/feedback <br /> form to contact commissioners or city staff before or after meeting . <br />Motion Passed 5-0
