<br /> <br />Environmental Commission - A question arose pertaining to whether the Parks and Recreation and Forestry Commission should be assist and provide comment and recommendation involving environmental <br /> issues. There was an Environmental Commission at on point but was disbanded due to the lack of activities. The Commission questioned what activities they would be involved in. The <br /> Environmental Quality Task Force goals were reviewed to see how those goals might fit within the Parks and Recreation and Forestry. These previous goals did not seem to fit the scope <br /> of our current commission. However, we do already address environmental issues within our park land. <br /> Motion by Aukee 2nd by Long, that the Parks, Recreation, and Forestry Commission will address and advise on environmental issues deemed to be within the scope of the Commission. Motion <br /> Passed 6-0 <br /> <br />Disc Golf Course - Disc Golf –Mike Snelson from Fairway Flyerz presented a preliminary course layout. He will be making arrangements to have our City Forester meet with him on site. <br /> <br /> *Currently have arranged 9 holes with minimal clearing issues starting at Oakwood. <br /> *Some tree clearing 2-3” diameter <br /> *Recommend to chip the pathway, 5-8 feet along fairway, and pathway between holes <br /> *Could put two tee pads for professional and recreational play. Or mark one tee with two different pars <br /> *How could we set up a fee structure for the recreational player vs. the leagues and tournaments? <br /> Could charge for tournament or league reservations <br /> Could put out a donation box <br /> *We need to have a neighborhood meeting, to discuss traffic, discs in yards, trash/littering, etc. <br /> * The Commissioners will schedule a “walk through” of the proposed disc golf course. <br /> 6:00 Thursday, July 26, with meeting to follow. Meet at north end of Quincy Street. <br /> <br />Park Clean Up Day: Possibilities could be involving local scout groups, churches, ball fields, adopt-a-park. City could provide bags and pick-up. <br /> <br />Spring Lake – Introduction of Water into Spring Lake / Weed Abatement <br />Property owners around Spring Lake are proposing to add water from the Mississippi to increase the current water level of the lake and to remove various organic vegetation around and <br /> within the lake. Cost would be approximately $5000. The Commission will continued to be informed of future discussions with the Lake Owners Association and City Council <br /> <br />7. Commissioner/Staff Reports: <br /> <br />Oakwood Park – Soccer Field / Irrigation Project Update <br /> <br />Oakwood and Hillview Playground Equipment Replacement Project Update – All parts should arrive within two weeks. Installation of Oakwood and removal of Hillview will be done by city <br /> staff. Staff is asking for a contractor to be hired to install at Hillview at a cost of $6000-8,000, due to being busy with other city projects. Motion by Kroeger, 2nd by Arel to <br /> have the Public Works Department pursue a contractor to install the Hillview playground equipment by the end of August. Funding will come from Park Dedication Funds unless the city <br /> council is willing to supplement from Special Projects Fund. Motion passed 7-0 <br /> <br />Groveland Building Replacement Project – The building is open and available for renting. Flooring identical to the flooring in Hillview will be added later this summer. The landscaping <br /> will be done by an Eagle Scout candidate later this summer / early fall. <br /> <br />The YMCA Advisory Committee Meeting Update – The committee met on June 4, 2007. The agenda included discussion regarding purchase of new tables along with security cameras.
