Item 08B <br />June 24, 2024 <br />Page 2 <br />Staff has conferred with Community Center staff regarding this application. They have <br />expressed concerns with issuing a temporary liquor license for an event that will be held at the <br />community center. This would be the first event at the community center where the liquor was <br />not served and provided by caterer that held a `caterer's permit with alcohol' with the State of <br />Minnesota. With that being said, however, Staff has also been in contact with the Minnesota <br />Department of Public Safety, Alcohol and Gambling Enforcement division who verified that the <br />applicant meets the criteria to be issued a temporary on -sale liquor license. <br />Application materials, including insurance and fees, have been submitted. Once approved by <br />the City Council, the temporary On -Sale Intoxicating Liquor License application will be submitted <br />to the Minnesota Department of Public Safety Alcohol and Gambling Division. The background <br />check conducted by the Mounds View Police Department for Arving Smith of was satisfactory. <br />The public hearing notice was published in the St. Paul Pioneer Press on June 10, 2024. <br />Strategic Plan Strategy/Goal: Issuance of this license is consistent with the Vision Statement, <br />"...welcoming a desirable destination to all ages and cultures ... and a place where residents can <br />live, work and play." <br />Financial Impact: None <br />Recommendation: Staff recommends approval of Resolution 9940, approving a Temporary <br />On -Sale Liquor License for Arving Smith representing Monrovia College Alumni Association in <br />the Americas, Inc. to sell and serve liquor during an organization event held on Friday, August <br />2 and Saturday, August 3, 2024, at the Mounds View Community Center, 5394 Edgewood Drive. <br />Respectfully Submitted, <br />Nyle Zikmund <br />
