MOU-N-DitSVIEW <br />City of Mounds View Staff Report <br />Item No: 08C <br />Meeting Date: February 13, 2023 <br />Type of Business: CB <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9699 and Introduction and First Reading of <br />Ordinance 1000, Amendment to 2023 City of Mounds View Fee <br />Schedule Regarding Building Permit Fees and Surcharges <br />Introduction: <br />Staff reviews the Mounds View fee schedule on an annual basis to keep pricing and fees <br />current. However, often times there is a need to amend the fee schedule more than just <br />once a year. <br />Discussion: <br />Due to Staff's oversight, the City's 2023 Fee Schedule references the 2020 MN Building <br />Permit Fees, not the 2022 fees. The MN 2022 fee went into effect in October <br />2022. This error was recently discovered when converting from our old permit software <br />into the new software. <br />Staff has before you both a resolution and an ordinance. The resolution, if approved, <br />would be effective immediately. However, since the 2023 Fee Schedule was adopted by <br />ordinance, technically, the City must amend that ordinance as well (Ordinance 993 <br />adopted on November 22, 2022). <br />Recommendation: <br />Staff recommends approval of Resolution 9699; and introduction and first reading of <br />Ordinance 1000, approving an amendment to the 2023 Fee Schedule regarding building <br />permit fees and surcharges. <br />oendix A — 2420 Z <br />MN State Statutes: 326B.153 Building Permit Fees <br />Appendix B — 2020 2022 MN State Statutes: 326B.148 Surcharge <br />Staff has attached both the 2020 and 2022 State Statutes for your review. <br />Respectfully submitted, <br />Nyle Zikmund <br />City Administrator <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
