Item No: 2 <br /> Meeting Date: December 4, 2023 <br />Type of Business: WS <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Storm Water Update; Ardan Park, Silver View Park Storm Water <br /> Ponds / Ardan Park Wetland Banking Proposal Project <br /> <br />Background/Discussion: <br />The Public Works Department has many responsibilities and one is to efficiently operate <br />and manage the storm water system. The system was first constructed in the 1970’s <br />and as with other similar core functions, research, innovation and best management <br />practices have changed over the years. <br /> <br />Below is an overview of the projects provided by Dan Edgerton of Stantec Services: <br /> <br />Ardan Park Storm Water Ponds: <br /> <br />Data collection <br />Field survey is done, except for maybe some minor follow-up <br />Sediment coring was done as part of previous project. Sediment needs to be hauled to landfill. <br />Upland vegetation summary memo was completed and reviewed with Don Peterson. <br /> <br />Public engagement <br />Mtg #1 was held on Thursday, 9/28, 5 pm. Meeting summary was submitted to Don <br />Mtg #2 to be held after preliminary plans and concepts complete. <br /> <br />The recommendations memo brought to the Park Commission before going to the City Council <br />Second public meeting to be held at a City Council meeting, early 2024. <br /> <br />Permitting- Wetlands <br />Per Dan Scollan, MnDNR: <br /> As we discussed, please submit to DNR a written memo requesting removal of #62-60W from <br />the DNR’s Public Water Inventory (PWI) and providing evidence to show that this waterbody is <br />an error in the inventory. In other words, please provide evidence that #62-60W does not and <br />did not meet the definition of a public water wetland – a natural type 3, 4, or 5 wetland, as <br />defined in United States Fish and Wildlife Service Circular No. 39 (1971 edition), that is 2.5 or <br />more acres in incorporated areas. Once received, I will work through DNR’s internal process to <br />remove this waterbody from the PWI. Until it is officially removed, I am obligated to regulate it as <br />a Public Water. <br />John Smyth will prepare and submit memo to Dan Scollan <br />We will then proceed with wetland permitting as needed <br />Wetland delineation completed previously <br />For WCA, need permit but no mitigation. Will call them incidental wetlands. <br />Likely still need USACE permit. John will confirm. <br />Kellie Schlegel will apply for Ramsey County ROW Permit (single form, after project bid) <br /> <br />Upland vegetation evaluation and recommendations memo <br />Not yet started – will be based on City review of summary memo and public input. Will develop <br />high-level recommendations and cost estimates. Will then review with Don Peterson. <br />
