And given no alcohol is allowed in our parks (sans Festival), and we issue <br />a license/permit if in the community center — there is probably minimal concern on <br />regulation of these types of events. <br />6) Remove ice houses and furrieries anywhere in Zoning Code. <br />Policy Issues: <br />Bad actors and Code purity! — We have now or are ever likely to have ice houses for furriers <br />operating in the city of Mounds View. Further— the DNR regulates both adequately, thus the <br />city need not. <br />Staff Recommendation - Remove <br />7) Noxious Weeds Ordinance, also take common milkweed out of the noxious invasive <br />section (91.020) (Attachment) <br />Policy Issues — Staying current with MN DNR List <br />Staff Recommendation — Update Code to just reference MN DNR official list, thus when that <br />changes, the list stays updated without having to amend the ordinance. <br />8) Noise Ordinance (Zoning 160 and Nuisances 91.008) 6 am vs. 7 am (conflicting times <br />(Attachment) <br />Policy Issues — Inconsistency from one code section with another. <br />Staff Recommendation — Update code to either 6 AM or 7 AM. Recommend 7 AM <br />9) Home Occupations - Massage therapy and Accessory Dwelling Units <br />NOTE — These are not related policy wise, they do both appear in same section of code <br />Massage Therapy Policy Issue — Argument can be made that by allowing/permitting you <br />support. Home occupations are more difficult to regulate and massage therapy operations <br />— home or commercial have more history of issues as compared to other. <br />Accessory Dwelling Units — Was talked about previously but put on hold until a full council <br />was seated. Policy issue is balancing home/property owner rights, need for affordable <br />housing with community optics of having "tiny" homes on residential lots which are required <br />by code to be of a minimum size. <br />Staff Recommendation — Update as council wishes. <br />10) Driveway standards, variance - Current code requires residents to come into <br />compliance with our standards as part of any street project. <br />
