Policy Issues - Need discretion to determine that based on the "magnitude" of the street <br />project. If it just a mill and overlay and little to no curb work is being done, then council may <br />wants to be able to determine if we enforce compliance with the driveway standard. <br />Code states we will assess, he have not been assessing so we need to update that, but NOT <br />take it out, rather, state that council will determine assessments on a project by project <br />basis ... some day we might have to assess. <br />Staff Recommendation — Update as council wishes. <br />Items 117 12) 13 14 — Related to Pets/Bees/Other Related <br />Policy Issues — What animals does council want to license/regulate and to what degree? What <br />defines a kennel — Boarding and Breeding? Number of dogs?, etc. Do we need to license <br />dogs and why? Prior main reason was ability to return the pet if found loose, most pets now <br />are chiDDed and very few of our doas are actuallv licensed. <br />Staff Recommendation — Update as council wishes <br />11) Chapter 90.002 Definitions (Dog Kennel) <br />(1) COMMERCIAL. Any premises where more than four five? dogs over six months of <br />age are owned, boarded, bred, kept or harbored. <br />(2) RESIDENTIAL. Any premises where three or (or five??) dogs over six months <br />of age are owned, boarded, bred, kept or harbored. <br />12) Chapter 90.003 — Remove dog licensing requirements? <br />13) 90.003 — Change to "three" <br />8. Permits expire on December 31 of each year and shall be renewed annually. Permits may <br />be revoked or denied by the City Council based on cruelty, negligence or nuisance. In such event, the <br />property owner shall be provided with an opportunity to be heard. <br />(2) Restrictions.
