A 1948 Supreme Court ruling <br />rendered them legally unenforceable and in 1953 the Minnesota Legislature passed legislation <br />signed by the Governor voiding their effect. The attachments, resolutions and ordinance <br />provide substantive detail for these items. <br />This staff report addresses Items: <br />8A — Resolution 9950 supporting Mapping Prejudice <br />813 — Resolution 9951 of Support/Joining Just Deeds Project <br />8C — Ordinance 1014 Discharging discriminatory covenants on private property at point of sale <br />required <br />Discussion: <br />Mapping Prejudice Project: <br />In the past decade, there has been a renewed interest in Minnesota/Metro Area in discharging <br />them from property records. The University of Minnesota Mapping Prejudice Project, created in <br />2016 as an experiment has reset the effort of ease in discharging of covenants. Their interactive <br />website map allows anyone/property owners with access to a computer to obtain the basic but <br />critical information to complete DISCHARGE OF RESTRICTIVE COVENANTS AFFECTING <br />PROTECTED CLASSES Minn.Stat.507.18 Form 40.10.01 (2019). <br />Upon completion of the form, and submission to Ramsey County Recorders office, which is <br />waiving the $46 filing fee, the discharge process is completed. <br />See attachments for more information on the Mapping Prejudice Project <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
