<br />Appendix A-9 <br />PLANNING <br /> <br />Appraisal Data <br />CLASSIFICATION(S): Confidential/Protected Nonpublic/Public <br />GOVERNING STATUTE: Minn. Stat. § 13.44, subd. 3 <br />DESCRIPTION OF DATA: Estimated or appraised values of property that are made by the City <br />or by an independent appraiser acting for the City for the purpose of selling or acquiring land <br />through purchase or condemnation are classified as confidential data on individuals or protected <br />nonpublic data. However, this data becomes public at the discretion of the City Council, <br />determined by majority vote of the City’s governing body. Appraised values of property that are <br />made by appraisers working for fee owners or contract purchasers who have received an offer to <br />purchase their property from a government entity are classified as private data on individuals or <br />nonpublic data. Appraisal data made confidential or nonpublic become public when the data are <br />submitted to a court appointed condemnation commissioner, the data are presented in court in <br />condemnation proceedings or the parties enter into an agreement for the purchase and sale of the <br />property. <br /> <br />Award Data <br />CLASSIFICATION(S): Private/Nonpublic <br />GOVERNING STATUTE: Minn. Stat. § 13.48 <br />DESCRIPTION OF DATA: Financial data on business entities submitted to the City for the <br />purpose of presenting awards to business entities for achievements in business development or <br />performance are private data on individuals or nonpublic data. <br /> <br />Benefit Data <br />CLASSIFICATION(S): Private/Public <br />GOVERNING STATUTE: Minn. Stat. § 13.462 <br />DESCRIPTION OF DATA: Data on individuals collected or created when an individual seeks <br />information about becoming, is or was an applicant for or a recipient of benefits or services <br />provided under any housing, home ownership, rehabilitation and community action agency, Head <br />Start, or food assistance programs administered by the City are private data on individuals with <br />the exception of the names and addresses of applicants for and recipients of the benefits, which <br />are classified as public data on individuals. <br /> <br />Community Center Data <br />CLASSIFICATION(S): Private/Nonpublic/Public <br />GOVERNING STATUTE: Minn. Stat. § 13.55 <br />DESCRIPTION OF DATA: Letters or documentation from any person who makes inquiry to or <br />who is contacted by the community center facility regarding availability of the facility for staging <br />events; identity of firms and corporations that contact the facility; the type of event that the <br />contacting person wants to stage in the facility; suggested terms of rentals and responses of staff <br />to such inquiries are nonpublic or private data on individuals. However, that data becomes public <br />upon any of the following: (a) five years elapse from the date on which the lease or contract is <br />entered into between the facility and the inquiring party or parties or the event which was the <br />subject of inquiry occurs at the facility, whichever occurs earlier; (b) the event which was the
