Item No: 813 <br /> Meeting Date: August 12, 2024 <br /> MOUNDS <br /> Vtrw <br /> Type of Business: Council Business <br /> Administrator Review: <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Don Peterson, Direction of Public Works/Parks and Recreation <br /> Item Title/Subject: Groveland Road Stop Signs <br /> Background: <br /> In 2022 the City Council Authorized Public Works to install Stop Signs on Groveland Road <br /> at Groveland Court and Sherwood Place. The signs were installed with the understanding <br /> this was done on a trial basis. After one year the Council would review the traffic data <br /> collected by the Mounds View Police Department and get input from area residents. <br /> Traffic data collected the number of vehicles along with vehicle speed. This was not a <br /> traffic study; it provided a glance of vehicle volume and speeds at that given time. <br /> Variables that were not considered in this data include road construction, vehicle <br /> accidents on nearby streets, and other factors that would change normal or routine traffic <br /> patterns. <br /> The Council also instructed Staff to hold a separate meeting with residents to review the <br /> collected traffic data and receive their feedback. This meeting was held in August of 2023. <br /> Data collected indicated <br /> • speed and traffic volume have dropped on Groveland Road. <br /> • speed and traffic volume have increased on Spring Lake Road. <br /> • speed and traffic volume did not change on Red Oak Drive. <br /> Council further directed Staff to send out a survey to the residents regarding the stop <br /> signs. Three questions were asked regarding the flashing stop signs and residents were <br /> asked to choose one. <br /> 1) Keep the current signs in place. <br /> 2) Replace with none flashing signs. <br /> 3) Remove the signs completely. <br /> Survey letters were sent to 277 residents, on Ardan Ave. Groveland Road, Groveland <br /> Court, Laport Drive, Long Lake Road, Red Oak Drive, Sherwood Place and Sherwood <br /> Road. Public Works received a total of 115 surveys from the residents <br /> Survey results <br /> 53 votes or 46% - keep signs in place. <br /> 28 votes or 24% - remove the signs completely. <br /> 34 votes or 30% - replace with none flashing signs. <br /> Survey results by street <br /> The Mounds View Vision <br /> A Thriving Desirable Community <br />
