Honorable Mayor and City Council February 6, 2006 <br />City of Mounds View Page 2 <br />For purposes of bidding, the work was separated into parts and identified as follows: the work associated with the <br />relocation of the building was identified as the Total Base Bid — Building Improvements; the site improvements <br />associated with the alternative that would access the parking lot off Long Lake Road were identified as Total <br />Alternate A — Site Improvements; and the site improvements associated with the alternative that would access the <br />parking lot off Ridge Lane were identified as Total Alternate B — Site Improvements. <br />The total work to be included in this Project would then be the combination of the Total Base Bid plus either Total <br />Alternate A or Total Alternate B. The combination of the Total Base Bid and an alternate has been defined for this <br />Project as the Total Adjusted Base Bid. In the Bid Documents these combined totals were identified as Total <br />Adjusted Base Bid: Alternate A and Total Adjusted Base Bid: Alternate B, respectively. <br />The summary of Bids shown previously in this letter identifies and compares the results by Total Base Bid, Total <br />Adjusted Base Bid: Alternate A, and Total Adjusted Base Bid: Alternate B. It is seen from the results that the order <br />of the Bids remains the same in each of these comparisons. The low Bidder on the Project under either Alternate <br />was Olympic Construction Services, Inc. <br />Once the City has selected their preferred alternate for the parking lot location at Random Park, then consideration <br />can be given to a contract award as follows: <br />• Preferred alternate — access off Long Lake Road (Alternate A): <br />In this case, if the City wishes to award a contract to the low bidder, the corresponding <br />action would be to award the Project to Olympic Construction Services, Inc. on the <br />Total Adjusted Base Bid: Alternate A amount of $187,795.00. <br />• Preferred alternate — access off Ridge Lane (Alternate B): <br />In this case, if the City wishes to award a contract to the low bidder, the corresponding <br />action would be to award the Project to Olympic Construction Services, Inc. on the <br />Total Adjusted Base Bid: Alternate B amount of $186,040.00. <br />The City is entitled to include all relevant information when considering award of the Project. We do not have <br />direct previous experience with Olympic Construction Services, Inc. It is also our understanding that the City of <br />Mounds View has not been involved in any previous contract with Olympic Construction Services, Inc. Therefore, <br />we have requested that the low bidder, Olympic Construction Services, Inc. as well as the second low bidder, Jay <br />Bros., Inc. submit a list of references so that additional information can be obtained if desired.
