This letter will outline our understanding of <br />the request, the scope of our proposed services, and the fees associated with those services. <br />Proiect Understandin <br />The City of Mounds View wishes to investigate what would be involved in grading and <br />constructing a lacrosse playing field at Oakwood Park. The site is shown on the attached Figure 1. <br />The project site is located at the intersection of Hillview Road and Quincy Street. <br />The anticipated use for the site, as stated by the City, would be a lacrosse playing / practice field. <br />No additional off-street parking is proposed to be included as part of this project. No other park <br />amenities or street improvements are to be included as part of this project, with the exception of <br />rerouting an existing gravel trail to accommodate the proposed field. <br />The project site is located within a 100 -year floodplain boundary as identified by FEMA and the <br />Rice Creek Watershed District. No floodplain fill will be allowed without mitigation for the fill <br />on the site. <br />Wetlands may be present on the project site as well. Anoka/Ramsey County Judicial Ditch #1 <br />enters the site from the north and enters a 54" R.CP culvert that discharges to the east to Rice <br />Creek. The culvert entrance is frequently clogged with debris and presents a maintenance issue <br />for City staff. The culvert entrance may need to be modified and the Judicial Ditch itself may <br />need to be moved to accommodate the proposed lacrosse field. <br />An MCES metering/lift station is present on the proposed project site as well. <br />Detailed topographic information, including 2 -foot contours, is not available for the site. <br />Topographic information will need to be obtained from a detailed site survey. <br />St. Paul, St, Cloud, Rochester, MN a Milwaukee, WI I Chicago, IL <br />Affirmative Action/Equal Opportunity Employer and Employee Owned <br />
