I would anticipate the District could assist the city with <br />modeling needs for the proposed crossings. <br />In consideration of permitting for the proposed crossings, several issues would need to be <br />addressed including: <br />* Official ditch profile - The District adopted in 2006 the Official Profile for the <br />Main Branch and Branch 2 of Anoka/Ramsey Judicial Ditch 1. The Official profile at <br />proposed crossing locations may be as much as 1-foot below the existing ditch bottom. <br />* Official ditch capacity - Design Criteria for the crossings would need to <br />demonstrate no increase in flood elevations and convey anticipated flow rates (180±CFS) in <br />a stable manner. <br />* Floodplain impact - Plans would need to quantify fill below the FEMA flood elevation <br />(901.0) and provisions for 1:1 compensatory storage would need to be provided. <br />* Wetland impact - Plans would need to ID wetland, impacts (if any) and mitigation (as <br />necessary per WCA). <br />Given the significance of this drainage way, I would suggest that the City and District <br />meet to discuss the project in more detail.
