I would anticipate the District could assist the city with
modeling needs for the proposed crossings.
In consideration of permitting for the proposed crossings, several issues would need to be
addressed including:
* Official ditch profile - The District adopted in 2006 the Official Profile for the
Main Branch and Branch 2 of Anoka/Ramsey Judicial Ditch 1. The Official profile at
proposed crossing locations may be as much as 1-foot below the existing ditch bottom.
* Official ditch capacity - Design Criteria for the crossings would need to
demonstrate no increase in flood elevations and convey anticipated flow rates (180±CFS) in
a stable manner.
* Floodplain impact - Plans would need to quantify fill below the FEMA flood elevation
(901.0) and provisions for 1:1 compensatory storage would need to be provided.
* Wetland impact - Plans would need to ID wetland, impacts (if any) and mitigation (as
necessary per WCA).
Given the significance of this drainage way, I would suggest that the City and District
meet to discuss the project in more detail. Considering the potential design issues, it
1
