I would anticipate the District could assist the city with modeling <br /> needs for the proposed crossings. <br /> <br /> <br /> <br />In consideration of permitting for the proposed crossings, several issues would need to be addressed including: <br /> <br />* Official ditch profile – The District adopted in 2006 the Official Profile for the Main Branch and Branch 2 of Anoka/Ramsey Judicial Ditch 1. The Official profile at proposed crossing <br /> locations may be as much as 1-foot below the existing ditch bottom. <br />* Official ditch capacity – Design Criteria for the crossings would need to demonstrate no increase in flood elevations and convey anticipated flow rates (180±CFS) in a stable manner. <br /> <br />* Floodplain impact – Plans would need to quantify fill below the FEMA flood elevation (901.0) and provisions for 1:1 compensatory storage would need to be provided. <br />* Wetland impact – Plans would need to ID wetland, impacts (if any) and mitigation (as necessary per WCA). <br /> <br /> <br /> <br />Given the significance of this drainage way, I would suggest that the City and District meet to discuss the project in more detail. Considering the potential design issues, it may be <br /> that footbridges should be an option for the City to consider. Also, while the District’s 2002 EAW was shelved, there may still be interest by the District in pursuing regional ponding <br /> at this location. <br /> <br /> <br /> <br />I’ve copied the District Administrator, Doug Thomas, in this response so that he is aware of our discussions. As a part of this project several culverts will need to be installed. The City needs to determine whether <br /> modeling will be required as a part of this project. If simple hydrology calculations are all that's needed the city will likely apply for a permit from the watershed district. However, <br /> if expensive modeling is required we will likely explore other options. Attached is a map of the proposed culvert locations along JD 1. The proposed culvert locations are signified <br /> by a small water rapids symbol.
