<br />Parks and Recreation and Forestry Commission Meeting Agenda <br />February 28, 2008 <br />6:30 P.M. <br /> <br /> <br />1. Roll Call <br /> <br /> <br />2. Approval of minutes from the January 24, 2008 meeting. <br /> <br /> <br />3. Public Input - Citizens are encouraged to speak to the Parks and Recreation and Forestry Commissioners <br />on issues of concern. <br /> <br /> <br />4. YMCA Update <br /> <br /> <br />5. Unfinished Business: <br /> <br />a.) Greenfield Park Pubic Meeting Notice – The Parks and Recreation Commission conducted a Public <br />Meeting on January 24, 2008 to discuss what should be the long term vision for the parkland and <br />existing trailway located north of Oakwood Park and east / northeast of Greenfield Park. Feedback <br />Forms were made available at the Greenfield Park meeting. The deadline for submitting these forms <br />nd <br />was February 22. The City received a total of seven Feedback Forms (written comments, <br />suggestions). <br /> <br />The Commission directed staff to prepare cost estimates for trail surface and bridge replacement. Since <br />this area is within a flood plain, the Rice Creek Watershed District will require mitigation for any fill <br />added to this area at a 1-to-1 ratio (i.e. for every square yard of trailway top dressing material added a <br />square yard of soil within the floodplain will need to be removed). <br /> <br />The bridge report provided is a worst case scenario. If a the bridges that were salvaged from the golf <br />course are to be reused, Staff is recommending that bids are received based on golf course plans and <br />that minimal, yet adequate, preparation planning is administrated by Staff. <br /> <br />An option for this area that the Commission may wish to consider would be to simply add a thin layer <br />of aggregate material to the existing pathway to make it more usable and attractive at this time. In <br />addition, park staff would increase general maintenance of this area. The City Forester and School <br />District would work together to develop a vegetative planting plan and include other educational <br />features and interests. Then, at a later date, perhaps when the streets in this area are reconstructed, the <br />City could look at performing a more extensive rehabilitation of the park by re-developing the trailway <br />and perhaps replace the existing bridge and possibly adding the second bridge. <br /> <br /> <br />b.) Volunteer Coach of the Year Award - and naming it after Patrick “Homer” Holmes – Update: Naming <br />of the award itself. Notification / publication of the award and application information. MVCC and area <br />associations, Mounds View Matters…Current schedule for 2009 Award: <br />YMCA will include information in all Mounds View Matters Throughout 2008 <br />YMCA to handout information to athletic associations / parents Throughout 2008 <br /> <br />
