RESOLUTION NO 9971 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA APPROVING THE NON -UNION PUBLIC WORKS APPRENTICE JOB DESCRIPTION AND AUTHORIZING THE PROMOTION OF SEASONAL EMPLOYEE NIKLAUS LODER TO FILL THE VANCANCY WHEREAS, the City posts vacant Union Public Works positions multiple times before receiving qualified applications, a Public Works Apprentice job description was created with the intent to groom candidates to fill openings as they occur; and, WHEREAS, the City is currently experiencing a vacancy due to a recent resignation within the Drinking Water Subdivision. After an internal recruitment process was opened for the Drinking Water position, a new vacancy within the Wastewater Subdivision now exists; and WHEREAS, the City hires Seasonal employees to assist the Public Works Department over the summer months and one member of the seasonal staff, Niklaus Loder, indicated a desire to work for the City on a full-time basis, continuing to learn the skills within the department; and, WHEREAS, staff found Mr. Loder's performance as a seasonal employee outstanding, and selected him to be promoted into the Public Works Apprentice position; and, WHEREAS, staff and the HR Committee support the hire of Niklaus Loder to the position of Public: Works Apprentice; and, WHEREAS, staff requests to begin employment of Niklaus Loder at Grade 4, Step 1 of the 2024 pay plan effective August 27, 2024 with benefits; and 2024 - Grade 4 4% 3.75% 3.75% 3.750 3.5% 3.25% 3% 2.75% Step 1 Step 2 Step 3 Step 4 Step 5 Step 6 Ste 7 Step 8 Ste 9 $25.92 $26.96 $27.97 $29.02 $30.11 $31.16 $32.17 $33.14 $34.05 and; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Mounds View, Ramsey County, Minnesota does hereby: • Approve the Public works Apprentice Job Description • Promote Niklaus Loder to the position of Public Works Apprentice • Starting date of August 27, 2024 • Beginning wage Grade 4, Step 1 of the 2024 pay plan, includes all benefits to become effective September 1, 2024. • Employee subject to a 6-month probationary period, and eligible for Step 2 upon successful completion of 6-months employment; and eligible for Step 3 upon one-year anniversary date and annual Step increases on anniversary date. • Should the Public Works Apprentice successfully complete their training and certification requirements by or before two -years of their August 27, 2024 anniversary date, they will have the opportunity to complete the hiring requirements for the Union Public Works Maintenance position.
