PUBLIC HEARING: Introduction and First Reading of Ordinance 1017, an <br /> 4 Ordinance Amending the Mounds View City Charter by Amending Sections <br /> 5 7.04 and 7.05 Pertaining to Taxation and Finances. <br /> 6 <br /> 7 City Administrator Zikmund requested the Council introduce an Ordinance amending the Mounds <br /> 8 View City Charter by amending Sections 7.04 and 7.05 pertaining to taxation and finances. He <br /> 9 explained the Charter Commission brought this item to the City Council and noted this Ordinance <br /> 10 has been reviewed by the Finance Director. <br /> 11 <br /> 12 Mayor Lindstrom opened the public hearing at 6:04 p.m. <br /> 13 <br /> 14 Hearing no public input, Mayor Lindstrom closed the public hearing at 6:04 p.m. <br /> 15 <br /> 16 MOTION/SECOND: Meehlhause/Clark. To Waive the First Reading and Introduce Ordinance <br /> 17 1017, an Ordinance Amending the Mounds View City Charter by Amending Sections 7.04 and <br /> 18 7.05 Pertaining to Taxation and Finances. <br /> 19 <br /> 20 Ayes—5 Nays—0 Motion carried. <br /> 21 <br /> 22 B. PUBLIC HEARING: Introduction and First Reading of Ordinance 1018, an <br /> 23 Ordinance Amending the Mounds View City Charter by Amending Section <br /> 24 4.05 Pertaining to Vacancy of Municipal Elected Office. <br /> 25 <br /> 26 City Administrator Zikmund requested the Council introduce an Ordinance amending the Mounds <br /> 27 View City Charter by Amending Section 4.05 Pertaining to Vacancy of Municipal Elected Office. <br /> 28 He reported Council Member Meehlhause brought this item to the Charter Commission for <br /> 29 consideration. <br /> 30 <br /> 31 Council Member Meehlhause explained last year was a unique year for Mounds View when the <br /> 32 mayor's seat was open after the passing of former Mayor Al Hull. He reported this led Council <br /> 33 Member Lindstrom to run for mayor, which then led to another Council vacancy. He stated the <br /> 34 Charter as it is currently written, only allows the Council to make an appointment to fill a vacancy <br /> 35 if there is less than 365 days left in the term. He indicated this means a special election would be <br /> 36 required to fill all terms that were over 365 days. He explained the Charter Commission discussed <br /> 37 this matter for quite some time and last November he spoke to the Charter Commission regarding <br /> 38 the importance of having a five member City Council. He commented further on how neighboring <br /> 39 communities addressed this situation. He discussed the proposed succession list of candidates that <br /> 40 would be used for a replacement, in the event a City Council seat were to become vacant. <br /> 41 <br /> 42 Mayor Lindstrom reported this Ordinance would apply to Council Member seats that have a <br /> 43 vacancy with less than 365 days left in the term. <br /> 44 <br /> 45 Council Member Meehlhause recommended this be clarified within the Charter. He supported this <br /> 46 process being followed for seats that have less than 365 days left in the term. <br />
