Mounds View City Council September 3, 2024 <br /> Special Meeting Page 3 <br /> 1 <br /> 2 Further discussion ensued regarding how the new Charter amendment would be applied to future <br /> 3 vacancies. <br /> 4 <br /> 5 Council Member Gunn asked if an appointment would be made by the Council from the succession <br /> 6 list. <br /> 7 <br /> 8 Mayor Lindstrom reported this was the case. He explained the intent of the Charter was to have a <br /> 9 unanimous decision from the Council for the appointment. <br /> 10 <br /> >> There was Council consensus to support the succession list. <br /> 12 <br /> 13 Council Member Gunn expressed concern with the fact a petition could be brought forward <br /> 14 regarding the appointment process. <br /> 15 <br /> 16 Mayor Lindstrom stated if this Ordinance passes through the First and Second Reading,this would <br /> 17 be the process that was followed for a Council appointment. He indicated if a challenge were <br /> 18 brought forward, this process would still be followed, until the petition ran through. <br /> 19 <br /> 20 Mayor Lindstrom opened the public hearing at 6:29 p.m. <br /> 21 <br /> 22 Hearing no public input, Mayor Lindstrom closed the public hearing at 6:29 p.m. <br /> 23 <br /> 24 MOTION/SECOND: Meehlhause/Gunn. To Waive the First Reading and Introduce Ordinance <br /> 25 1018, an Ordinance Amending the Mounds View City Charter by Amending Section 4.05 <br /> 26 Pertaining to Vacancy of Municipal Elected Office with language changes. <br /> 27 <br /> 28 Mayor Lindstrom thanked Council Member Meehlhause for working to bring clarity to this issue. <br /> 29 <br /> 30 Council Member Meehlhause stated he believed the proposed changes would ensure the City did <br /> 31 not have to operate under a four person Council,which was a benefit to the community as a whole. <br /> 32 <br /> 33 Ayes—5 Nays—0 Motion carried. <br /> 34 <br /> 35 9. REPORTS <br /> 36 A. Reports of Mayor and Council. <br /> 37 <br /> 38 Council Member Gunn stated the Tribute Park Committee with be meeting next on Tuesday, <br /> 39 September 10 at 6:30 p.m. at City Hall. <br /> 40 <br /> 41 Council Member Cermak indicated the Fire Board would be meeting next on Thursday, October <br /> 42 24 at 6:00 p.m. in Fridley and she could not attend. She asked if another Council Member could <br /> 43 attend for her. <br /> 44 <br /> 45 Council Member Gunn explained she could attend this meeting on behalf of the City. <br /> 46 <br />
