Mounds View City Council September 3, 2024 <br />Special Meeting Page 3 <br /> <br />Council Member Meehlhause recommended this be clarified within the Charter. He supported this <br />process being followed for seats that have less than 365 days left in the term. <br /> <br />Further discussion ensued regarding how the new Charter amendment would be applied to future <br />vacancies. <br /> <br />Council Member Gunn asked if an appointment would be made by the Council from the succession <br />list. <br /> <br />Mayor Lindstrom reported this was the case. He explained the intent of the Charter was to have a <br />unanimous decision from the Council for the appointment. <br /> <br />There was Council consensus to support the succession list. <br /> <br />Council Member Gunn expressed concern with the fact a petition could be brought forward <br />regarding the appointment process. <br /> <br />Mayor Lindstrom stated if this Ordinance passes through the First and Second Reading, this would <br />be the process that was followed for a Council appointment. He indicated if a challenge were <br />brought forward, this process would still be followed, until the petition ran through. <br /> <br />Mayor Lindstrom opened the public hearing at 6:29 p.m. <br /> <br />Hearing no public input, Mayor Lindstrom closed the public hearing at 6:29 p.m. <br /> <br />MOTION/SECOND: Meehlhause/Gunn. To Waive the First Reading and Introduce Ordinance <br />1018, an Ordinance Amending the Mounds View City Charter by Amending Section 4.05 <br />Pertaining to Vacancy of Municipal Elected Office with language changes. <br /> <br />Mayor Lindstrom thanked Council Member Meehlhause for working to bring clarity to this issue. <br /> <br />Council Member Meehlhause stated he believed the proposed changes would ensure the City did <br />not have to operate under a four person Council, which was a benefit to the community as a whole. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />9. REPORTS <br />A. Reports of Mayor and Council. <br /> <br />Council Member Gunn stated the Tribute Park Committee with be meeting next on Tuesday, <br />September 10 at 6:30 p.m. at City Hall. <br /> <br />Council Member Cermak indicated the Fire Board would be meeting next on Thursday, October <br />24 at 6:00 p.m. in Fridley and she could not attend. She asked if another Council Member could <br />attend for her. <br />
