Mounds View City Council September 9, 2024 <br /> Regular Meeting Page 3 <br /> 1 Council Member Gunn asked where the sediment from the pond would go. Public Works/Parks <br /> 2 and Recreation Director Peterson anticipated the material would go to a landfill or lined landfill. <br /> 3 <br /> 4 Council Member Clark stated when heavy rains occur her streets fill with water. She asked if the <br /> 5 dredging would assist with removing the water from her street.Public Works/Parks and Recreation <br /> 6 Director Peterson reported the dredging should assist with this concern. <br /> 7 <br /> 8 Sharon Kirscher, 8406 Red Oak Drive, questioned what the timeline was for the grants. <br /> 9 <br /> 10 Public Works/Parks and Recreation Director Peterson stated he would be coming back to the <br /> 1 1 Council on September 23 to send this project out for bid. He reported the project would be bid on <br /> 12 September 25 and the project would be approved in October. He explained this would be a winter <br /> 13 project as the dredging and tree removal had to occur in the winter. He indicated the City should <br /> 14 hear in mid-September regarding the BWSR grant. <br /> 15 <br /> 16 Dr. Jean Strait, 7728 Knollwood Drive, explained she spoke with a few friends today and she <br /> 17 understood there were additional grants available to the City for outdoor recreational projects. She <br /> 18 indicated she could forward an email to staff regarding these grant opportunities. <br /> 19 <br /> 20 Joel Kopp, 8388 Long Lake Road, asked if the proposal included the removal of the aggregate <br /> 21 stockpiles at the stub end of Ardan. <br /> 22 <br /> 23 Public Works/Parks and Recreation Director Peterson indicated this work was included in the <br /> 24 proposal. <br /> 25 <br /> 26 Council Member Clark stated it would be nice to know if the City could pursue wetland banking <br /> 27 through this improvement project, as this may impact the funding for the trail. <br /> 28 <br /> 29 Vince Meyer, 8380 Spring Lake Road, questioned why this park hasn't been maintained prior to <br /> 30 this. <br /> 31 <br /> 32 Mayor Lindstrom explained the main purpose of this project was to restore the pond. He indicated <br /> 33 the park was walkable at this time. <br /> 34 <br /> 35 Public Works/Parks and Recreation Director Peterson discussed how some cities put their pond <br /> 36 dredging projects on hold after Eden Prairie had issues with the MPCA on how to manage the <br /> 37 sediment that was removed from their storm water ponds. <br /> 38 <br /> 39 Council Member Meehlhause asked how many other cities have a stormwater management plan <br /> 40 in place like the City of Mounds View. Public Works/Parks and Recreation Director Peterson <br /> 41 commented in the group he was in, he understood Mounds View was very far ahead of other <br /> 42 communities when it came to stormwater pond management. City Administrator Zikmund <br /> 43 indicated when he began with the City seven years ago, he was told by Public Works/Parks and <br /> 44 Recreation Director Peterson that stormwater ponds would become an issue.
