ROLL CALL: Commissioners: Anderson, Arel, Lillemo, Lundberg, Palm, Mills, Wake Wiesner <br /> Staff: Peterson I *Thomas I Szurek *to be absent <br /> 3. APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Wake Wiesner. Motion Passed 6-0 <br /> 4. APPROVAL OF MINUTES: July 25, 2024: Motion to approve by Arel, 2nd by Palm. Motion Passed 6- <br /> 0 <br /> 5. PUBLIC INPUT <br /> Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full name and <br /> address. Please limit your comments to three minutes. No residents present. <br /> 6. STAFF REPORTS <br /> A. Parks and Recreation - Don: See attached report. Lillemo present. Festival in the Park Penny <br /> Carnival was a huge success. Question: Why the jump in revenue from LY-YtD, of$411; to this <br /> year $6,095? Ask Andy to answer next month. <br /> B. Public Works — Pete See attached report. Thank you to Public Works Staff for their great work on the <br /> Festival in the Park preparations and clean-up. City arborist is busy looking at trees in yards for the fall <br /> trimming, and getting ready for a tree sale in the spring. Weekly rotation of"no parking" signs at <br /> Oakwood put up Friday-Monday to help with the parking issues for the soccer games happening there <br /> with neighborhood concerns. <br /> 7. UNFINISHED BUSINESS <br /> A. Community Garden — Pete, Verbal Update. The MV School District has given the green light and is <br /> excited about the partnership. Staff has some questions about how this might work. The Commission <br /> asked Tim Wood to bring his survey results back to our October meeting. Based on the interest from <br /> him, we can look to answer the questions and consider moving forward. Initially, the Commission think <br /> the Community Garden Club could choose how to manage their group, and the City would manage the <br /> money and infrastructure. We have to consider hours/times that the club is not allowed on school <br /> grounds (during school hours, bus lanes, etc). Could the City spot a truck at the site for the club to use <br /> for removing debris in the fall? <br /> B. Park Rules— City Code— Don: We DO have rules from the City Ordinance 92 that could be connected <br /> a QRCode posted at each park, and attached to the rental agreements. Commission needs to read <br /> through the Ordinance and decide which elements we might want to post specifically on signs. Need to <br /> change 92.007 (C1) regarding off leash area at the ice rinks. <br /> C. Oakwood Park— Parking / Filed Use —Verbal Report: How can we mitigate the use of the fields to they <br /> don't get worn out? How can we address parking next year? They should be paying $100 per field (x3) <br /> per day = $300 per Sunday over 8 weeks = $2400. This could almost cover the cost of repair, but not <br /> the cost of prepping the fields each week. Staff will confirm this is what the group that was renting <br /> Oakwood was charged and paid. <br /> 8. NEW BUSINESS <br /> A. IBL- Rental Fees — Shed: We need to make sure IBL is not expecting access in the winter where there <br /> would need to be a plowed path. Who is the responsible party to remove the structure?
