<br />City Of Mounds View • 1 <br />Solid Waste and Recycling Standards <br /> <br />DOCSOPEN\MU210\313\990920.v5-11/21/24 <br />1 Introduction <br />The City of Mounds View has developed these standards as specific requirements for the <br />storage, collection and transportation of solid waste. The goals of these standards are to: <br />♦ Achieve a reduction in waste generated in the City. <br />♦ Encourage the separation and recovery of materials and energy from waste. <br />♦ Ensure the protection of public health and safety and promote City cleanliness and <br />livability. <br />♦ Provide high quality solid waste and recycling services in the most cost-effective manner <br />possible. <br />♦ Promote best management practices in solid waste management to protect air quality, water <br />quality, and natural resources. <br />♦ Be consistent with the requirements of the State statutes, State rules and Ramsey County <br />ordinances, and with State and Ramsey County solid waste plans. <br />♦ Implement the City’s Garbage and Recycling requirements in Chapter 50 of the City Code <br />through detailed instructions. <br /> <br />To accomplish the above goals, it is important for the City to have specific and consistent <br />instructions to follow as part of the solid waste collection system. These standards do not replace <br />or supersede the City Code. The City administrator’s authority for adopting or amending these <br />standards comes from Chapter 50 of the City Code. <br /> <br />These standards address: <br />♦ Eligible items to be included in the garbage; <br />♦ Resident’s garbage storage requirements; <br />♦ Recycling programs; <br />♦ Bulky waste, yard waste and other waste collection and disposal requirements; <br />♦ Multiple-unit and commercial solid waste collection and disposal requirements; <br />♦ Administrative fees; and <br />♦ Other collection system details that are part of the City’s solid waste collection system. <br /> <br /> <br /> <br /> <br />
