<br />City Of Mounds View • 2 <br />Solid Waste and Recycling Standards <br /> <br />DOCSOPEN\MU210\313\990920.v5-11/21/24 <br />2 Definitions <br />All terms used within these standards shall have the same definition as articulated in Chapter 50 <br />of the City Code. For convenience, frequently used terms are listed and defined below: <br /> <br />Appliances Include washers, dryers, refrigerators, freezers, air conditioners, <br />dehumidifiers, humidifiers, stoves, ranges, hot water heaters, <br />water softeners and other, similar large household items that <br />require electricity and/or special processing under Minnesota laws, <br />but do not include “electronic waste.” <br /> <br />Bulky Waste All large, bulky household materials which do not fit within a <br />garbage cart, and include (but are not limited to) carpeting and <br />padding, mattresses, chairs, couches, tables, appliances and car <br />parts including wheels, rims and tires. <br /> <br />Collection The aggregation and transportation of solid waste from the place <br />at which it is generated and includes all activities up to the time <br />when it is delivered to a designated disposal facility. <br /> <br />Collection Service The process of collection and transportation of garbage, yard <br />waste, recyclables, bulky waste or source-separated organic <br />materials by a licensed hauler. <br /> <br />Commercial <br />Establishment or <br />Property <br />Properties in the City that are classified generally as commercial, <br />institutional, industrial or business in the City zoning Code <br />which generates garbage and recyclables and are typically <br />serviced by a dumpster form of garbage container. <br /> <br />Composting Shall have the meaning set forth in Minnesota Statutes and means <br />the controlled microbial degradation of organic waste to yield a <br />humus-like product and shall include plant materials, such as <br />grass, leaves, straw and non-woody plant materials, stored on a <br />person's property for the purposes of recycling organic materials <br />as a soil conditioner. <br /> <br />Construction and <br />demolition Debris <br />Building materials, packaging, and rubble resulting from <br />construction, remodeling, repair, and demolition of buildings, <br />roads or other facilities. <br /> <br />Designated <br />Recyclables <br />Materials designated as recyclables in the City recycling program <br />in Section 2.2 of these Standards. <br /> <br />Dumpster The commonly used meaning in the solid waste industry of a <br />commercial garbage container made of metal or durable plastic <br />with a lid that can be serviced by a front-end loading or rear- <br />loading garbage truck. <br />
